Inter-school cooperation is a beneficial starting point for cross-regional compulsory education cooperation in Beijing,Tianjin and Hebei provinces and cities,and also the basic way to implement the coordinated development strategy of Beijing-Tianjin-Hebei education.Discuss the background and mechanism of inter-school cooperation in the three provinces and cities from a multi-theoretical perspective,analyze the current situation of inter-school cooperation,study the inter-school cooperation mechanism,and clarify the positioning of inter-school cooperation between Beijing,Tianjin and Hebei primary schools,build a long-term mechanism for inter-school cooperation,undertake the transfer of functions other than the capital in Beijing,and improve the people's sense of access to education in Beijing,Tianjin and Hebei.And happiness is of great significance.Beijing,Tianjin and Hebei have been one in the history of "more than 800 years in the Yuan,Ming and Qing Dynasties",and the friendly exchange of compulsory education between the three provinces and cities has a profound origin,and has accumulated rich experience in inter-school cooperation.Since the issuance of the Outline of the Beijing-Tianjin-Hebei Collaborative Development Plan,cooperation and exchanges between primary schools in the three provinces and cities have deepened,and the breadth and depth of their cooperation have been significantly strengthened.However,due to the historical formation and some objective factors,there are still problems such as "high attention,low consensus"," single,no whole chapter","recentive development,light reform" and "high voice,low motivation" in Beijing,Tianjin and Hebei primary school cooperation.Therefore,it is necessary to carefully analyze the connotation and influencing factors of Beijing-Tianjin-Hebei primary school cooperation,and put forward countermeasures and suggestions for the construction of a smooth and efficient inter-school cooperation mechanism based on the research and judgment of the current situation of cross-regional compulsory education cooperation in the three provinces and cities.This study comprehensively uses the theory of regional division of labor and collaboration,geospatial theory,cooperative game theory,collaborative theory,community theory,and documentary law,investigation method,comparative law,case study methodand educational action research method.It takes some primary schools in Hebei Province's participation in cross-regional inter-school cooperation as the research object,and the obligations to Beijing,Tianjin and Hebei.The relevant theories of coordinated development of education and inter-school cooperation,the causes of the coordinated development of compulsory education in Beijing,Tianjin and Hebei,and the actions and achievements of Beijing-Tianjin-Hebei primary school cooperation have been systematically sorted out and analyzed,and ideas are put forward on scientific,normative and effective cooperation between primary schools under the joint development of compulsory education in Beijing,Tianjin and Hebei.And strategy.The study includes the following specific contents:The introduction mainly introduces the background and significance of the topic selection of this study,summarizes the existing research results,and clarifies the research idea and content,research methods and innovation points.The first chapter defines the relevant concepts such as the coordinated development of compulsory education in Beijing,Tianjin and Hebei,and the inter-primary cooperation mechanism.Secondly,it is pointed out that the theory of regional division of labor and collaboration,geospatial theory,cooperative game theory,collaborative theory and community theory constitute the theoretical basis of this study.Finally,it expounds the cross-regional inter-regional primary school.The mechanism of the cooperative community on the coordinated development of compulsory education in Beijing,Tianjin and Hebei.The second chapter constructs the Beijing-Tianjin-Hebei compulsory education development index from three aspects: the education opportunity index,the education input index and the education equity index.Using the latest statistics,the current situation of compulsory education development in the three provinces and cities is carefully described and compared,with the aim of revealing the specific gap in the development of compulsory education in Beijing,Tianjin and Hebei,and clarifying that Focus areas and direction of inter-school cooperation between Beijing,Tianjin and Hebei Primary Schools.The third chapter systematically investigates and analyzes the cognition and viewpoint of Beijing-Tianjin-Hebei primary school cooperation among the teaching staff of 106 sampleschools by means of questionnaires,interviews and other investigation methods.The fourth chapter first sorts out the practical experience of inter-school cooperation between Beijing,Tianjin and Hebei primary schools from two aspects: Beijing-Tianjin-Hebei primary school cooperation,and summarizes five common models of inter-school cooperation between Beijing-Tianjin-Hebei primary schools: famous schools,group-known schools,inter-school education assistance,the establishment of regional education communities and project cooperation,and then points out the current Beijing-Tianjin.The specific problems existing in inter-school cooperation are finally analyzed in depth.The fifth chapter first expounds the role of the inter-school cooperation mechanism in promoting the coordinated development of compulsory education in the three provinces and cities,then expounds the factors affecting Beijing-Tianjin-Hebei primary schools and the in-depth development of cooperation from the political,economic and cognitive aspects,and again from five main mechanisms,objective mechanisms,power mechanisms,operation mechanisms and evaluation mechanisms.Innovating Beijing-Tianjin-Hebei primary schools and cooperation mechanisms is envisaged,and finally concrete proposals are put forward to build an inter-school cooperation mechanism between Beijing,Tianjin and Hebei primary schools.
