Since October 2010,the State Council has issued the opinions on strengthening vocational training to promote employment,further emphasizing the importance of strengthening vocational skills training to promote employment Clear guiding ideology,objectives,tasks,policies and measures.In January 2017,the State Council issued the “Plan for promoting employment during the 13 th five-year plan”,putting forward proposals to improve the vocational skills training system,adapt to the requirements of economic transformation,promote the transformation and upgrading of vocational skills training,and further expand the scale of training.We will study the establishment of a lifelong vocational skills training system to improve the employability and entrepreneurial capabilities of workers.2019 State Council General Office to publish the Action Plan for Vocational Skills Upgrading(2019-2021).The programme is demand-oriented and tightly focused on stabilizing employment,emphasizing vocational skills training as a key measure to maintain employment stability and ease structural employment conflicts,as an important support for the transformation and upgrading of the economy and high-quality development,large-scale vocational skills training for all types of urban and rural workers.At present and for a period to come,the contradiction of structural employment has become prominent,and the economic environment at home and abroad will have a profound impact on employment.It will also put forward new requirements for promoting industrial upgrading and the quality of workers The CPC Central Committee and the State Council attach great importance to the work of vocational skills training.As a key group for employment,the skill training of registered unemployed persons is a key measure to maintain employment stability and ease structural employment Their employment is related to the stability of the society.Based on the above background,this paper takes the vocational skills training of the registered unemployed in District J of Chengdu as the research object,combines the theory of human capital and the theory of structural unemployment as the theoretical support,and comprehensively uses the research methods such as literature research,questionnaire survey and field interview,on the basis of the basic situation and current situation of the vocational skills of the registered unemployed in District J of Chengdu,Using supply and demand analysis,process analysis and performance analysis,this paper explores the main problems in the process of vocational skills training for the registered unemployed in District J,and further analyzes the causes of the problems according to different participants.At the same time,through the experience summary of foreign unemployed personnel’s vocational skill training,we can draw the enlightenment,combine the problems and reasons of the registered unemployed personnel’s vocational skill training in District J,improve the training database of registered unemployed personnel,build the training demand and effect evaluation mode,strengthen the legal construction of vocational skill training,and expand the financing channels of vocational skill training To establish a market-oriented and socialized development mechanism for training,and truly realize “effective vocational skills training and guaranteed employment of registered unemployed people”.
