| The report of the 19th National Congress of the Communist Party of China pointed out that the issue of agricultural and rural farmers is a fundamental issue related to the national economy and the people’s livelihood.It is necessary to solve the "three rural issues" as the top priority of the party’s work;land transfer is the only way to develop modern agriculture.The main starting point of the rural revitalization strategy.The non-agricultural transfer of rural labor can promote the transfer of agricultural land.However,in the case of non-agricultural employment has become very common,the incidence of farmland transfer of rural households is still low.Why can’t non-agricultural employment drive agricultural land transfer according to the expected effect?Therefore,this study believes that the reason why non-agricultural employment cannot drive agricultural land transfer according to the expected effect may be due to the low employment quality of rural migrant laborers,low wage levels and working hours with many problems such as long-term employment,poor employment stability,lack of welfare benefits,and limited space for career development,farmers dare not easily transfer their "retreat fields" out of their hands.In order to verify the above judgments,this article is based on the New Immigrant Economic Theory(NELM),using the sample data of the farmers participating in the non-agricultural transfer in the Chinese Family Tracking Survey data(CFPS2014,CFPS2016,CFPS2018),and the impact of the quality of non-agricultural employment on the transfer of farmland is empirically tested.First,build an indicator system to measure the quality of non-agricultural employment,and measure the quality of non-agricultural employment from five indicators including contract signing,non-agricultural income,social security,job promotion and non-agricultural working hours.Next,construct a theoretical framework for the impact of the quality of non-agricultural employment on the transfer of agricultural land from both the labor loss effect and the income effect,and establish a dual probit model to fit the data.The regression empirical test results show that the non-agricultural employment of rural households The quality at the 1%statistical level is positively promoting the transfer of land by farmers,and whether the contract is signed,non-agricultural income,non-agricultural working hours,and social security will significantly positively promote the transfer of farmers’land,and job promotion will affect the transfer of farmers’land.There was no significant impact.At the same time,from the perspective of heterogeneity,a detailed analysis of the differences in the impact of the quality of non-agricultural employment of rural households in the eastern,central,western and northeastern regions on the transfer of agricultural land is carried out.Secondly,in order to ensure the reliability of the model,this research carried out a robustness analysis,using proxy variable regression and instrumental variable methods to fit the data,and the results were basically consistent with the benchmark model;again,this research also constructed an empirical measurement model Test the micro-mechanism of the impact of the quality of non-agricultural employment on the transfer of agricultural landFinally,this research discusses specific ways to improve the quality of labor non-agricultural employment from the two aspects of labor market development and agricultural land transfer market development,combined with the results of empirical analysis,and proposes countermeasures and suggestions to realize the benign interaction between rural labor transfer and agricultural land transfer.Finally,the permanent transfer of rural surplus labor to the non-agricultural sector will be realized,the large-scale and industrialized operation of agriculture will be realized,and the urbanization and agricultural modernization will be promoted. |
