| The report of the 19 th National Congress of the Communist Party of China pointed out that the integration of industry and education and school-enterprise cooperation should be deepened.As an important starting point of China’s modern vocational education reform,"modern apprenticeship" is an important way to play the role of government and market and deepen the integration of industry and education.This study uses the Smith Policy Model as the analytical framework,four pilot colleges and universities in Yunnan province as the research object,in the fully developed resources collection,depth interview,questionnaire survey,based on the organic combination of quantitative and qualitative analysis,from the policy itself,the policy subject,policy object,policy execution environment four dimensions,and analysis the four modern apprenticeship policy implementation results in Yunnan province and the existing problems.On the whole,the implementation of the policy has achieved great results: the introduction of the policy gradually improved the policy system of vocational education,to a certain extent,promoted the modernization of vocational education;For higher vocational colleges,in the process of implementing modern apprenticeship system,they have gradually changed the idea of running a school,reformed the way of personnel training,and improved the level of software and hardware in running a school.The strength of running schools has been further enhanced;Benefiting from the improvement of talent training quality,students’ employability has also been enhanced;Promote the public recognition of higher vocational education.Modern apprenticeship,of course,there are still many problems in the operation of the pilot,with Smith policy execution model as observation point four dimensions: Yunnan province to participate in the pilot less number of higher vocational colleges,the popularity of modern apprenticeship is insufficient,"school hot mills cold" deadlock is not completely understood,enterprises "master" is difficult to meet the demand of "double tutors" system,students(apprentice)dual identity and rights protection needs to be perfect,the influence of the policy and the lack of recognition.In order to define exactly what factors influenced the modern apprenticeship the effect of policy implementation,using Delphi and principal component analysis,on the basis of the expert scoring to determine the key factors influencing the modern apprenticeship policy implementation,policy guarantee,fusion,the school education level,participant motive and other four factors affecting modern apprentice system is the key to effective policy implementation,and explained and analyzed respectively.Finally,in view of the existing problems and causes,this paper continues to start from the four aspects of Smith Policy Model,and puts forward a series of suggestions,such as enhancing the idealization of policy,enhancing the implementation level of policy subjects,protecting the legitimate rights and interests of policy objects,and optimizing the environment of policy implementation. |
