Talents are the primary resource for economic and social development,and one of the important elements necessary for countries and regions to accomplish economic strategic goals and achieve rapid social development.In June 2010,the Central Committee of the Communist Party of China issued the "National Medium and Longterm Talent Development Plan(2010-2020)",which clarified the overall requirements for implementing the strategy of strengthening the country with talents.Obviously,paying attention to talents means paying attention to development,and paying attention to talents means paying attention to the future.Based on this,in order to take the initiative in regional competition,various regions in China have strengthened their talent reserves.High-level talents have become the hottest resources in the battle for talents in various regions.The Inner Mongolia Autonomous Region has also formulated and introduced a number of relevant talent introduction policies to attract high-level talents in the battle for talents across the country and the strategic development of the "Talent Region" strategy.In order to better play the role of the Inner Mongolia Autonomous Region’s talent introduction policy in supporting the introduction of high-level talents,this article has conducted a research on several talent introduction related policies promulgated by the Inner Mongolia Autonomous Region since 2010.In this research,the author mainly uses text analysis to conduct quantitative research on the talent introduction policy of Inner Mongolia Autonomous Region.By constructing a three-dimensional analysis framework of policy tools,policy objectives,and policy strengths,combined with statistical methods,after coding relevant policy texts,A statistical analysis of the frequency and weight of each dimension indicator in the policy text is carried out.After analysis and research,the talent introduction policy of Inner Mongolia Autonomous Region has the following problems: excessive reliance on the use of supply-based policy tools;lack of overall and single policy goal formulation;serious policy duplication;lack of depth in the overall policy design.There are a series of reasons for these problems: insufficient ability to comprehensively use policy tools in policy formulation;lack of necessary synergy between policies;insufficient preliminary preparation work by the political research department;policy formulation process is relatively closed,failing to be able to listen simultaneously Words of a hundred schools of thought.In response to the above problems,the author puts forward some improvement countermeasures and suggestions,and strives to contribute to the follow-up optimization of the talent introduction policy of the Inner Mongolia Autonomous Region government. |
