Research On The Implementation Deviation Of New-type Vocational Farmer Cultivation Policy

The cultivation of new professional farmers serves as the transportation of talents for rural revitalization and the promotion of agricultural and rural modernization.The development of this activity needs supporting policies and their effective implementation as the guarantee.In China,the government at all levels has formed a chain implementation mode for the cultivation policy of new professional farmers 6Z.Taking the cultivation policy of new professional farmers as the policy basis has practical significance to promote the effective implementation of the policy.Based on a survey of six counties in Shaanxi Province,under the guidance of socialism with Chinese characteristics in the new era,With the advantages of the national test station and the West Agricultural University test station,and under the guidance of the rural revitalization strategy policies in 2018,relying on the 14th Five-Year Development Plan and the Notice on Completing the Training of High-quality Farmers in 2020 issued by the General Office of the Ministry of Agriculture and Rural Affairs,to undertake the requirements of Shaanxi Province,gradually implement the policy of cultivating professional farmers,and prevent the occurrence of policy implementation deviation,is the outstanding problem at present.Therefore,the relevant data collected from the survey were sorted out,input and analyzed,and the deviation of professional farmer cultivation policy implementation was studied by referring to the Horn Mitter policy implementation model,behavioral theory and principal-agent theory.This paper analyzes the status quo and effect of policy implementation,discusses the root causes and performance of policy implementation deviation,and finally puts forward the correction and optimization countermeasures of policy implementation deviation of new-type professional farmer cultivation,thus providing a realistic basis for agricultural economy,rural society,agricultural and rural modernization,and mining talents to support rural revitalization.First,by referring to relevant inland and foreign literature,this study sorts out the concepts related to new professional farmers,new professional farmer cultivation policies and policy implementation deviations,and refers to Horn and Mitter policy implementation system model,behavioral theory and principal agent theory,which has certain theoretical value for studying the implementation deviations of this policy.Secondly,through the investigation of six counties in Shaanxi Province,relevant information was collected to summarize the status quo and effect of the policy implementation.Qualitatively and quantitatively combined research methods were used to analyze the deviations in the process of policy implementation.Finally,the implementation effect and development trend of the policy were discussed and summarized and prospected.The innovation of this paper.The innovation of the research content mainly starts with the new professional farmer cultivation policy,and studies the performance of policy implementation deviation and its causes around the national and local policy contents;Research Angle of view of innovation is to select six county in Shaanxi province as the research object,Tai Bai,Fo Ping,Ning Qiang,Ning Shan,Yan Chang,extend as research sample,this paper this paper based on related theory as the instruction,study of new professional farmers policy implementation deviation,so in this paper,the research content and the Angle of view has certain innovative.However,there are still some shortcomings in this study:First,the selected research objects are only regional surveys and interviews of relevant farmers,government staff and experts in six counties of Shaanxi Province,and the relevant data collection is not comprehensive.Second,in the questionnaire survey and interview,the respondents pay attention to their own willingness to fill in the questionnaire and express their opinions,which are subjective.
