| China’s community development has experienced community service,community construction and community governance as well as other stages.Following the proposal of the Third Plenary Session of the Eighteenth Central Committee of the “Modernization of National Governance System and Governance Capabilities” community governance began to receive attention from all parties.The development of community governance is inseparable from the support of community funds.As a financial guarantee for community development,community guarantee funds have also received attention from all parties in recent years.With the gradual improvement of basic public facilities,the needs of community residents have further increased.The state’s investment in community funds is gradually improving.As an important resource of the community,community guarantee funds have an effect on the community governance of Chengdu and have an important impact on the development of community public services.This paper sorts out the related concepts and theories of community security funds,and then conducts a comparative study on the current research on community governance at home and abroad as well as draws lessons from both theoretical and practical levels.Community guarantee funds have been developed in Chengdu for more than ten years and have relatively mature experience.Community guarantee funds were first implemented in rural communities,and later in urban communities.Based on the differences between urban and rural areas,this paper studies the effectiveness and differences of different types of community security funds.Through research,it is found that there are differences in the use of community security funds in rural and urban areas,differences in social organizations,and performance evaluation.The main manifestations are the amount of funds deposited,selforganization and community organization capabilities.This paper attempts to analyze these differences from the perspective of social governance.The main reasons are the differences in the positioning of urban and rural communities,the differences in the abilities of community leaders and the differences in social organization resources.This paper will conduct a tentative analysis from these aspects and explain its impact on community governance. |
