Chinese President Xi Jinping emphasized that "innovation is the soul of social progress,and entrepreneurship is an important way to promote economic and social development and improve people’s livelihood ".Standing in the historical position of the new era of socialism with Chinese characteristics,proposed in-depth implementation of the strategy of strengthening the country with talents and innovation-driven development,and perfecting the national innovation system.Social entrepreneurship is an important way to stimulate the creative vitality of talents,creating conditions for college students to achieve a win-win situation of economic and social value.Based on the situation and requirements of the country to encourage college graduates to innovate and start their own business,this article takes the iceberg model theory as the theoretical basis,and takes the promotion of college students’ social entrepreneurship capabilities as the starting point.According to the idea of "combing theories-constructing the evaluation system-empirical research and analysis-exploring ability characteristics and influencing factors-proposing strategies",through literature research,interview surveys,questionnaire surveys and other methods to investigate the improvement of college students’ social entrepreneurship ability.Combining the research content,sorting out relevant theories and literature policies,sorting out and categorizing the constituent elements of college students’ philanthropy entrepreneurship ability,and interviewing 8 college students who have achieved excellent results in the field of social entrepreneurship.Summarizing more than 40 common characteristics and constituent elements of college students’ social entrepreneurship ability,adjusting the explicit and implicit qualities of the iceberg model theory,initially established the evaluation system of college students’ social entrepreneurship ability.Sort out the logical relationship between the various indicators of the evaluation system,compile a questionnaire,conduct a questionnaire survey of more than 700 college students in 5 universities,and use SPSS 25.0software to perform basic processing and reliability and validity testing of the data,determined the evaluation system of college students’ social entrepreneurship ability,including three first-level indicators of social entrepreneurship knowledge,social entrepreneurship skills and social entrepreneurship characteristics.It also includes 11 secondary indicators of social entrepreneurship policy knowledge,business management knowledge,opportunity discovery ability,business management ability,pioneering and innovative ability,resource integration ability,interpersonal relationship ability,entrepreneurial awareness,entrepreneurial motivation and personality quality and 34 tertiary indicators.The results of the empirical research show that corporate management knowledge,opportunity discovery ability,business management ability,personality quality and other abilities have a significant positive impact on college students’ social entrepreneurship ability;professional knowledge of public welfare entrepreneurship,interpersonal relationship ability,resource integration ability,pioneering and innovative Ability,entrepreneurial awareness and entrepreneurial motivation and other abilities need to be improved.Summarize the characteristics of college students’ social entrepreneurship ability,it is concluded that college students’ social entrepreneurship ability is affected by the students themselves,schools,government,enterprises and society and other factors.Put forward countermeasures and suggestions to build a four-in-one collaborative cultivation support system of individuals,schools,governments,and society,so as to comprehensively and multi-level improve the college students’ social entrepreneurship ability.The paper has 15 figures,28 tables,and 62 references.
