Secondary vocational schools focus on the training of practical operational skills and production and service ability of employed talents,so having a high-level "double-qualified" teacher team is a powerful guarantee to meet the development of secondary vocational schools.Therefore,how to build "double-qualified" teacher team with sufficient number,reasonable structure and outstanding ability has been a major problem to be solved in secondary vocational schools.In this context,this paper studies the overall planning,recruitment and selection,training and growth,assessment and evaluation as well as incentive mechanism of the construction of "double-qualified" teachers in secondary vocational schools,so as to provide some reference suggestions for the construction of "double-qualified" teachers in secondary vocational schools.In order to improve the current situation of the construction of "double-qualified" teachers in secondary vocational schools,first of all,the author systematically studies the research achievements made by domestic and foreign scholars in the construction of "double-qualified" teachers.Secondly,the author adopts the method of questionnaire survey and interview to investigate and interview the current situation of the construction of "double-qualified" teachers in a secondary vocational school in Dezhou City.Through sorting out the survey and interview results,the following problems are found in the construction of "double-qualified" teachers: the overall planning lacks top-level design and institutional guarantee;the external recruitment of teachers pays more attention to theory than practice and the internal selection pays more attention to experience than skill;the teacher training mechanism lacks the classified training of new teachers,in-service non-"double-qualified" teachers and "double-qualified" teachers;the school’s assessment of "double-qualified" teachers lacks targeted assessment indicators and has not formed a diversified assessment system;the value of "double-qualified" teachers is not reflected in salary and treatment.Finally,in order to solve the above problems,the author systematically analyzes the causes of the problems and puts forward corresponding improvement measures and countermeasures for the construction of "double-qualified" teachers in secondary vocational schools by using the theory of teacher professional development,the theory of mental skills formation and the incentive theory:First,schools should focus on the development planning of teachers after their employment,redeploy the top-level structure of recruitment,training,assessment and incentive of teachers,and create implementation guarantee systems at all levels according to the requirements of team construction.Second,when recruiting and selecting "double-qualified" teachers,schools should reasonably set the proportion of each assessment index to reflect the importance of the assessment of "double-qualified" teachers’ practical operational skills.Third,schools should put forward different training programs according to different stages of teachers:for new teachers,schools should formulate the teacher classification and stratification standards,and put forward the classification and stratification training program;for in-service non-"double-qualified" teachers,schools should deepen school-enterprise cooperation training with the help of the government to improve the double-teacher ability of these teachers;for in-service "double-qualified" teachers,schools should formulate differentiated retraining mechanisms according to the needs of improving the professional qualities of different majors.Fourthly,when the school evaluates the "double-qualified" teachers,it should set scientific evaluation indexes and reasonable weight values according to the key points of their work,and form a diversified evaluation system.Fifthly,the school should improve the salary and treatment of "double-qualified" teachers from the perspective of material and spiritual incentive,so as to realize the personal and social value of "double-qualified" teachers.
