Research On The Connotative Development Elements System Of Higher Education Under The Background Of World-class University

The development for age and the construction of world class university propose new request to tertiary education.The traditional extended developing mode with the symbol of the grown of number and the expansion of scale needs a transformation urgently.In August 2015,The Central Reform Leading Group deliberated and approved The Plan which Coordinate the Overall Plan for Boosting the Construction of World-class Universities and Disciplines,decided to carry out overall planning to bolster the construction of world-class universities and disciplines and realize the historic leap which make our country in the higher education field.Based on this background,this paper with the orientation of building a university of socialism with Chinese characteristics,explore the intensive development way of universities,excavates the features and symbols of Chinese universities in new era,works on the perfection of the system of intensive development elements of Chinese universities in the background of world-class university offers a guide to Chinese universities to follow the path if intensive development.This paper adopts the method which combines the quantitative and quantitative textual analysis,screens out the indications of the intensive development elements,builds up the system of intense development elements through the Expert Mark /Delphi Method / Analytical Hierarchy Process / Contrast Margin Method.This paper combines the Management Theory for Performance Excellence with the Total Quality Control Theory,also applied to the domain of the development of colleges and universities,propose the comprehensive method and mentality of the system of intensive development elements,has done an initial analysis of the weights of elements,builds up the system of intensive development elements and sets up the Fuzzy Comprehension Evaluation Model based on this system to carry out the positive statements towards the University of H,then verify the practicality of the system of elements constructed by this research institute based on providing advice for the University of H.
