Research On The Innovation Of Risk Prevention And Control System Of "Campus Loan"

At present,the defective “campus loan” has become an important issue affecting campus safety,and a priority for college governance.Traditional solutions,however,lacks systematicness and pertinence.Besides,it is difficult to effectively block the online-loan platforms.Focusing on the campus loan prevention,this case study set in College A comprehensively analyzes the prevention’s measures,problems and influences through literature research,questionnaire,cluster analysis and other methods with reference to the actual situation.Meanwhile,it integrates the traditional organization structure and functions of colleges and universities and construct a campus loan risk prevent and control system with matrix structure based on system and cybernetics theory.The system consists of two subsystems—a prevention system and a control system.In the prevention system,seven interconnected centers,including risk assessment,case collection,and theme education are set up and the cluster analysis method is used to evaluate the risk of campus loans for students,distinguish risk levels,and carry out targeted prevention.In control system,seven coordinated organizational units including risk rating assessment team,comprehensive online loan response team,psychological assistance center,and legal aid center are established to scientifically assess the danger levels of students participating in campus loans,carry out hierarchical interventions,and lift the campus loan crisis.The prevention system is a forward system,and the control system is a successor system.That is,when students participate in the campus loan after prevention system fails,the control system will start to function orderly and immediately.The risk prevention and control system has been operated in G and Z departments in College A.Institutional measures such as "Anti-Fraud Center" and "Alumni Fund" have been added according to the operation results.The campus loan risk prevention and control system has significantly enhanced the ability to prevent and control students participating,effectively reduced the participating number,and greatly improved the efficiency of problem solving.The operable and reproducible system provides a useful reference for similar research,and the system construction path also provides new ideas for in-depth study of campus loan issues.17 Figures;12 Tables;53 References...
