Research On The Operation And Promotion Path Of Haidong Vocational Education 1+X Certificate System Based On Stakeholder Theory

Vocational education is an important part of China ’s education system.In recent years,with the continuous development of China ’s economy and society,the development of vocational education has gradually changed from scale expansion to connotative development.The “ 1 + X ” certificate system is an important strategic measure for China to deepen the reform of talent training and evaluation model,improve the national vocational education system,and improve the quality and stock of human resources.At present,Haidong City ’ 1 + X ’ certificate system is not ideal,there are still many problems.Through the use of stakeholder theory,this paper first analyzes the main body of Haidong participating in the operation of the ’ 1 + X ’certificate system,and classifies stakeholders according to the degree of interest and power correlation.This paper mainly adopts interview method and questionnaire survey method to analyze the problems existing in the operation of ’ 1 + X ’ certificate system in Haidong City from four aspects.Firstly,the current situation of the main participants does not match the interest demands,that is,the talent training of vocational colleges does not match the demand of ’ certificate integration ’.The strength of training evaluation organizations does not match the scale of institutional operation.The second is to maintain information communicators that teachers and students are in a weak position,interest demands are ignored.Three is to maintain the satisfaction that the education administrative department is in a state of absence,resulting in poor system operation.Fourth,the minimum effort is that the employer and industry enterprises are in a wait-and-see state,and the enthusiasm for participating in the operation of the 1 + X certificate system is not high.In view of the above problems after the cause analysis of different stakeholders put forward targeted Suggestions,namely : improve the ability of the main participants;paying attention to the demands of other stakeholders;improve the supporting system;build stakeholder rights coordination mechanism.Through the countermeasures and suggestions,in order to help promote the operation of Haidong vocational education 1+ X certificate system,provide some ideas.
