Research On Utilization And Management Of Urban Groundwater Resources In Harbin

In recent years,with the continuous acceleration of China's economic and social development,especially since the 19 th National Congress proposed the layout of ecological civilization construction,water resources,especially groundwater resources,are limited and very important natural resources.It is necessary to deeply study how to allocate,use and manage this resource by scientific methods,rational measures and efficient means,so as to give full play to its role in social and economic development and promote the sustainable development of local economy and society.This paper makes an in-depth analysis on the utilization and management of urban groundwater resources in Harbin by using the methods of literature,case analysis and field investigation.The article is mainly divided into five chapters.The first is the introduction,which mainly expounds the background,significance,current situation and methods of this research,so as to lead to the following analysis;The second part is the theoretical overview.This chapter mainly expounds the concept and connotation of groundwater resources management,and introduces public goods theory,service-oriented government theory and sustainable development theory,so as to strengthen theoretical support for the following research;The third part of the article is the case analysis part.This chapter will make an in-depth analysis around the urban groundwater utilization management of Harbin,clarify the problems existing in the urban groundwater utilization management,such as unreasonable planning and utilization,inadequate resource protection,imperfect management organization and imperfect management mechanism,and then make a targeted attribution analysis;The fourth part takes the typical domestic cities Changchun and Nanjing as examples to introduce the urban groundwater resources utilization and management methods in these two regions.After summarizing the experience,the corresponding solutions are put forward in the fifth part of the article,such as the urban groundwater resources management needs to follow the principles of legality,balance and development,and the specific improvement countermeasures need to start from formulating scientific groundwater resources utilization planning Improve the utilization and management mechanism of groundwater resources and strengthen the construction of relevant laws and regulations.It is hoped that this study can provide guidance and reference for the efficient utilization and management of urban groundwater in Harbin.At the same time,it is also hoped that the urban groundwater resources in Harbin can be used for a long time,so as to promote the sound and rapid development of the city.
