The contradictory relationship between urban development and environmental degradation has always been a hot topic of social concern.How to build an economically developed and eco-friendly city is one of the main bottlenecks for China's future urban development.As an important starting point for China's urban transformation,low-carbon pilot cities have always played an exemplary role in the development of low-carbon cities in China.It is very important to study low-carbon pilot cities,analyze the development of low-carbon levels in these cities and whether they can serve as an example for other non-low-carbon pilot cities.Therefore,this study takes low-carbon pilot cities as an example to study the low-carbon development process of cities in China,pay attention to their development trends,analyze whether low-carbon pilot cities really bear the banner of leading and demonstrating urban low-carbon development,and find out the low-carbon cities.Pilot urban development characteristics are of great significance to China's future urban green development and ecological civilization construction.In this study,the DPSIR theoretical model was used to build five dimensions of driving force,state,pressure,impact and response.28 per capita indicators including GDP per capita,industrial wastewater discharge,park green area per capita,and ambient air quality were selected to establish comprehensive evaluation index system for the low-carbon development process of 34 low-carbon pilot cities has been adopted.The factor analysis method and entropy method were used to calculate the comprehensive score of the low-carbon development process of 34 low-carbon pilot cities,and clustered according to the results.In addition,using gray correlation to measure the influencing factors of the low-carbon development process in 34 low-carbon pilot cities,the study found that:(1)The overall low-carbon development scores of 34 low-carbon pilot cities are generally low,and the gap is small.Only 13 high-start cities with a comprehensive score of low-carbon development progress above 1 are only 13;the remaining 21 low-carbon pilot cities are all low-start cities,with a comprehensive score below 1.Through cluster analysis,34 cities are divided into six categories:high starting point-rising city,high starting pointvolatility city,high starting point-stable city,low starting point-rising city,low starting point-volatility city 1.Low starting point-stable city;(2)High starting point-rising city and high starting point-stable city.The driving force factors have large correlation coefficients.These cities have strong funds and can provide strong funds for low-carbon construction.Support;(3)High starting point-rising city,high starting point-fluctuating city,low starting point-rising city and low starting point-stable city pressure factors have large correlation coefficients,which are the main reasons for their lowcarbon development trend Reasons;(4)In addition to the high starting pointascending city,the correlation coefficients of the status factors of the other five types of cities are relatively large.Problems such as low utilization rate and serious industrial emissions;(5)In addition,the low starting point-the correlation coefficient of the influencing factors of volatile cities is also high.Mainly small and medium-sized cities,strong economic development demand and mostly in the stage of rapid growth,high degree of industrialization,and greater pressure on industrial development and transformation.Through analysis and summarization of these six types of cities,the following policy recommendations are proposed for their problems in lowcarbon development:(1)Emissions reduction plans are reasonably formulated according to their actual economic strength,resource endowments,and other actual conditions,and maximum energy saving is achieved through planning means Reduce consumption and save resources,and explore new low-carbon development models that are consistent with its own development characteristics;(2)Increase technology investment,improve energy consumption structure,and promote the research and development,promotion and application of high-energy efficiency and lowcarbon emissions technologies;(3)Improvement The capital guarantee for the development of low-carbon cities adopts policy measures that combine incentives and coercion to increase the market access threshold for highcarbon industries through subsidies and carbon quota systems;(4)advocate low-carbon lifestyles and transform low-carbon residents Consumption concept,through the establishment of tiered electricity prices,tiered water prices,community publicity,awards and other measures to strengthen residents' awareness of low-carbon consumption.
