Research On The Problems And Countermeasures Of Rural Toilet Renovation In X Town Under The Background Of Rural Revitalization

The rural toilet renovation project is an important part of the revitalization of the countryside;in order to further improve the rural living environment in China,build a civilized and beautiful countryside,enhance the happiness of the people,Shandong Province earnestly implement the national decision-making deployment on the implementation of the rural toilet renovation project,attach great importance to the rural toilet renovation project,in the second half of 2015.In 2016,it started in an all-around way,taking natural villages as the basic unit and comprehensively and orderly promoted rural toilet improvement.By June 2020,Shandong Province had completed the transformation of 10.75 million rural sanitary latrines.At the same time,we should strengthen the management and protection work after the transformation of rural toilets to ensure that rural toilets are genuinely built and used,and the transformation of rural toilets in the province has made phased progress.Taking X Town in the Z City of Shandong Province as an example,this thesis surveyed70 natural villages of the town to understand the number of rural toilet renovation,toilet renovation mode,construction mode and financial investment in the five years from 2016 to2020.Through household visits and visits,we can actually check the status of the toilets after renovation,and understand the satisfaction of the toilet owners and the problems in the use process and the ways to solve the problems.Through the discussion with village cadres,understand X town rural toilet reconstruction of publicity,financial support,organization of construction,follow-up management and protection of a series of processes.Questionnaires were distributed to understand the number of permanent residents,education level,understanding of toilet improvement,usage,management and maintenance,and satisfaction of the families without toilet improvement.Understand the main concerns of non-participating restroom owners.Simultaneously,the above information was summarized and sorted out,and the problems existing in the implementation of the toilet renovation project in the town were found,the causes of the problems were analyzed,and the targeted opinions and suggestions were put forward.Through the comparative analysis of data,investigation,and visits,the town in the toilet renovation project has the following problems: 1.Publicity is a mere formality,not comprehensive and profound.The traditional and conservative way of propaganda in the town is limited to village cadres visiting households and distributing thesis propaganda materials.2.The work of village cadres is not in place.The limited manpower,lack of knowledge and huge other work tasks lead to the lack of enthusiasm of village cadres for toilet reconstruction,propaganda and mobilization is not in place,think that the common people are willing to change,do not change with their own will,lack of initiative in the work.3.The professional level of the construction team is not high and the construction is not standardized.In some villages,the person in charge of toilet renovation and construction personnel have a half-understanding of the standards and requirements for toilet renovation,lack of enthusiasm for learning national and local standards and guidance manuals,and lack of quality guidance and supervision,resulting in the existence of low construction standards and non-standard construction process,and other phenomena,so that the quality of the toilet renovation can not be effectively guaranteed.4.The toilet has many criticisms and a single mode.Villagers have a low satisfaction rate of sanitary toilets,poor quality of toilet accessories and no consideration of special needs of the masses.5,management services are not in place.The problem of rural toilets rebuilding,light management,fast construction,and no one in charge is still widespread.To revitalize the nation,rural areas must be revitalized.At the Central Conference on Rural Work,General Secretary Xi stressed the need to comprehensively promote rural revitalization after the success of poverty alleviation,which is a historic shift in the focus of the work on agriculture,rural areas and farmers.In the context of the rural revitalization strategy,this thesis puts forward the following opinions and suggestions in combination with the construction of socialist spiritual civilization,ecological civilization,rural industry development,rural infrastructure construction,and rural comprehensive governance,the following ideas and suggestions are put forward: First,strengthen propaganda and drive,to have a definite object in view.Toilet improvement is related to the vital interests of farmers.In order to promote smoothly,the key is to mobilize the enthusiasm of the masses to participate actively.Second,we should formulate plans scientifically to improve the accuracy of our work.All departments should strengthen cooperation,work together and carry out targeted work by their working characteristics.Third,strengthen technical training to ensure the quality of transformation.Training runs through the whole process of work,using on-site teaching,discussion,and exchange,replace training with work,training by doing so that all personnel involved in the transformation of rural toilets truly grasp the standards and requirements.Fourth,we should adhere to the openness and transparency of information and consciously accept the masses' supervision.Strengthening comprehensive and standardized information publicity is conducive to promoting more transparency in rural toilet renovation,better playing the role of people's supervision,and effectively safeguarding farmers' vital rights and interests.Fifth,we should broaden financing channels,establish adequate material security mechanisms,ensure the implementation of various toilet improvement funds,broaden fund-raising channels,and give full play to the leverage and leading role of monetary funds.Sixth,we should give overall consideration to the construction and management,improve the management and protection services of rural toilet improvement,and shift the focus of work to improve the long-term mechanism of follow-up management and protection after the completion of the task of rural toilet renovation,establish a long-term working mechanism to ensure the long-term benefits of the rural toilet renovation project.
