Research On The Implementation Of The Special Policy Of "toilet Revolution" In Rural Areas

With the advancement of the strategy of rural revitalization,more and more policies on agriculture,rural areas and farmers have been implemented one after another,and the construction of new socialist countryside is in full swing.As an important part of the improvement of rural human settlements,the implementation process of rural toilet revolution is the key to the improvement of human settlements,and also the necessary prerequisite for ecological livability in the strategy of rural revitalization.From the toilet revolution in rural areas in 2017 to 2020,most rural areas have basically implemented the policy,which has been effective and recognized,but problems and contradictions occur frequently in the process of policy implementation,constantly testing the government’s execution and implementation strength in the process of implementing relevant livelihood policies.Based on the process model of Smith’s policy implementation theory,this paper makes a comprehensive and systematic analysis of the implementation process of the rural toilet revolution in B town of Shandong Province,and classifies the implementation process of the whole toilet revolution in B town according to the four dimensions of Smith’s policy implementation theory model,namely,propaganda and reporting,tension handling,problem feedback and rules and regulations.Rural revitalization,rural living environment,farmers’ living habits and disease prevention after the implementation of the toilet revolution in B town,but also sorted out the problems of perfunctory execution,additional execution and mechanical execution of the executive body in the implementation process,as well as the problems of low participation and satisfaction of target groups.This paper studies the reasons from four aspects of policy norms,implementing agencies,target groups and policy environment,and puts forward four suggestions of strengthening the supervision and communication of local toilet improvement work at the central level,strengthening the implementing agencies,staffing and training,improving policy understanding and propaganda ability,and improving overall planning and coordination ability.
