The Chinese government is vigorously promoting the "new medical reform".One of the core of the new medical reform is the "referral system".The basic idea of the referral system is "small illness to the community,serious illness to the hospital".In the context of the referral system,many patients are diverted to the community hospital,which includes a large number of potential consumers of private hospitals,which makes the living environment of the private hospitals compressed.How to realize the self-development of private hospitals in the new medical reform,there is no answer at present,but strengthening cost control must be one of the core contents of the development of private hospitals in the new era.The research content of this paper can be divided into three parts:The first part is the evaluation of the cost control status of R private hospitals:this part evaluates the cost control efficiency of R private hospitals from 2013 to 2018 through DEA model.According to the evaluation results,the cost control efficiency of R private hospitals is declining from 2016 to 2018,and the lowest value of 0.588085 is recorded in 2018.which shows that the cost control situation of R private hospitals is very poor,which is in urgent need improvement.The second part is the cost control evaluation of R private hospital from 2014 to 2018:this part introduces the concept of "weight",and evaluates the cost control of R private hospital from 2014 to 2018 by means of Balanced Scorecard,AHP and quantitative data.According to the evaluation results,in 2018,R private hospital reached the "worst level" in five years and many indicators were far from expected.The third part is the optimization strategy of cost control in R private hospital:in this part,based on the above analysis,the paper puts forward that R private hospital should improve employees’ thoughts,optimize employee performance system,implement expenditure control to individuals,improve the proportion of employees’wages,strengthen the stability of the growth rate of total assets,link the indicators of the three-day diagnosis rate with departments,and maintain medical facilities The good situation of investment,the strengthening of publicity investment,the analysis of bottleneck problems in the improvement of satisfaction,the reorganization of talent structure,the expansion of R&D investment and the improvement of the efficiency of R&D investment.
