In recent years,with the increasing variety and quantity of administrative standard documents,the importance of the system of filing and reviewing administrative standard documents has been gradually highlighted,and the system provisions and working methods of filing and reviewing administrative standard documents have been constantly improved.But it should be noted that the current system of administrative normative documents for the record review in laws and regulations,processes and institutions still exist many insufficiencies,this article except introduction and conclusion,the author from concept analysis,the central and local legislative comb,and for the record review system problems and countermeasures research and discusses four parts,summarizes the current problems existing in the system of administrative normative documents for the record review,and connecting with the problems put forward the corresponding solution countermeasures,specific points mentioned below:The first part defines the concept of filing and reviewing administrative normative documents and administrative normative documents,determines the research scope and object of the standard,and summarizes that the system has important significance in maintaining the legitimate rights and interests of counterparts,meeting the internal needs of administration according to law,and maintaining the unification of the legal system.The second part is to sort out the relevant legislative provisions for filing and reviewing administrative normative documents,and summarize the three obvious characteristics of the current legislative situation: the lack of unified legislation at the national level,the incomplete provisions of local regulations,and the inconsistent provisions of local government regulations.The third part analyzes the existing problems in the system according to the relevant provisions: the review subject,scope and standard of the current administrative normative document filing have not been unified;There are still some problems such as difficult to start,opaque process and unclear way of review;In terms of the establishment of institutions,the strength of many local archival review institutions is weak and the professional quality of archival review personnel is not strong.In addition,the non-standard error correction procedures and the lack of a sound accountabilitymechanism are also important reasons for the effective implementation of the record review.In the fourth part,the author puts forward corresponding solutions to the problems:unify the subject,scope and standard of record review in the system;In terms of procedures,optimize the starting way of record review,improve the transparency of record review process,and unify the review way of record review;It is necessary to establish a special archival review institution and improve the professional quality of the archival review staff so as to strengthen the strength of the archival review institution.At the same time,we should improve the accountability mechanism,make the error correction mechanism legal and procedural,and implement the legal responsibility of the reporting and review organs.
