Rural Elites In The Internet Age Participate In Research On Village Governance

At present,China is in the development period,and the gap between urban and rural development is large.The report of the 19 th National Congress of the Communist Party of China puts forward the strategy of Rural Revitalization.The general requirements of the Rural Revitalization Strategy include industrial prosperity,ecological livability,rural civilization,effective governance,and rich life.Among them,effective governance is the core of rural good governance.The rural areas in China are generally hollow,marginalized,and the governance subject is weak and soft.In order to activate the rural vitality,it is necessary to coordinate the governance subjects and strengthen the basic work of rural grassroots.To establish and improve the modern rural social governance system with the leadership of the Party committee,the responsibility of the government,social coordination,public participation and legal guarantee,to give full play to the role of Returning Rural Elites in the Internet era,to become the key to rural revitalization,to ensure that rural society is full of vitality,harmony and order.As the main battlefield of poverty alleviation,G province is facing the double problems of economic development and social governance."Taobao village" in L village,X county,G province is the first Taobao village recognized by Ali Research Institute in G province.This paper makes an in-depth study on the governance of its Taobao village,so as to provide reference for G province to win the battle of poverty alleviation and provide reference for poverty alleviation in poor areas across the country.Therefore,by combing the historical evolution of rural governance changes in China as the background of village governance in the Internet era,this paper points out the changes of governance subjects in the Internet era,and analyzes the challenges faced by village governance in the Internet era and the advantages of rural elites participating in village governance.The author conducted a field investigation on "Taobao village" in L village,visited the two committees of the village branch,rural elites and villagers,used interviews to understand the village governance in the Internet era,and investigated the practice of rural elites participating in village governance in the Internet era.Based on the theory of holistic governance,this paper analyzes the obstacles of rural elites’ participation in village governance in the Internet era from three aspects: unclear role orientation of governance subjects,insufficient institutional support of rural elites’ participation in governance,and trust conflict between competent people’s governance and villagers’ autonomy.We find that there are some problems in village governance,such as fragmentation of rights and responsibilities,fragmentation of functions,fragmentation of cooperation,and credibility Any fragmentation.At the same time,a set of village governance mechanism integrating integration mechanism,coordination mechanism and trust mechanism should be established to clarify the role of governance subjects,improve the institutional support of rural elites to participate in village governance,promote the good interaction among village cadres,elites and villagers,and promote the overall effective governance of L village.
