Research On Document Management Of Government Agencies From The Perspective Of Internal Control

Printing sector of government is an important part of government and government paperwork.It is always highly valued.For decades,Printing sector of government went through changes several times.Scale,idea and function has changed a lot along with reform,and now it has more responsibilities.Effective internal control of government is a guarantee of policy deployment.Along with Internal control standard of administrative institutions(trail)implemented in 2014,internal control of government began to develop.As a part of government,highly efficient internal control improves management of printing sector.And the methods of management are outdated and simplistic,the effect is not obvious.There also exist the problems that lack of academic researches about internal control combined with printing sector management and lack of practical experience.So it is meaningful to printing sector of government and government itself to understand logic of administration and to find and solve its problems.Good internal control and perfect system of printing sector of government can improve then paperwork of government.Furthermore,Government's administrative efficiency will be improved and it will do better on public service.So that this paper does research on printing apartment management based on internal control.Comparative study and case study are put to use.Firstly,this paper explained definition of internal control and printing apartment of government,and points out enlightenment from internal control.And then it makes function more clear by means of comparison of Printing sector of government and printing enterprise.It also explains the purpose and main contents of internal control of printing sector of government.After that,this paper takes A government as an example,gains experience from its history and development.It summarizes several aspects such as internal environment,risk management,secrecy management,document circulation and internal supervision,based on A government's own situation.And then analyze the reasons.Through research,it is found that in the business level,it is relatively mature in the process control of the main business,but there is a lack in the asset control and procurement control;in the unit level,there is a lot of room for improvement in the construction of internal control.Then it raises problems and puts forward countermeasures,such as improving internal environment,establishing risks controlling mechanism,strengthening confidential work,clearing paperwork circulation,strengthening internal supervising mechanisms.This paper has meaning both in theory and reality.Nowadays researches on management of printing sector combined with internal control are few.So this paper does research on actual cases,based on these two kinds of study.I hope that this paper can broaden thoughts of research on management of printing sector of government,which is both the innovation and difficulty of this paper.This paper aims at improving management of printing sector,which can finally improve administrative efficiency of government.Now management o F printing sector has limitations.So effects of improving management are very obvious as a production institution.
