| In order to further implementation of the fourth plenary session of the party's 18 decision deployment of the construction of the public law service system,earnestly implement the State Council much starker choices-and graver consequences-in promote equal basic public services" planning ",the implementation of the national judicial administrative work development plan outline "much starker choices-and graver consequences-in" period,to speed up the construction of service system covering both urban and rural residents of public law,better service and improve the livelihood of the people,effectively safeguard the legitimate rights people have,in 2017,the Ministry of Justice issued the "Guiding Opinions on the Construction of Legal Service Platforms",for how to strengthen the public legal service platform construction has made a further instruction.Further instructions are given on how to strengthen the construction of public legal service platform,including the purpose,direction and implementation steps of promoting the construction of public legal service platform,and specific instructions are given to relevant aspects.At present,there is not much research on the construction of public legal service platform,but the research on the construction status of public legal service platform is of great research value and practical significance for the effective construction and application of public legal service platform.Based on the research results of China and other countries,this paper takes Dalian city as a case,service platform construction situation of Dalian city public laws are analyzed,the results found that Dalian city public legal service platform mainly from the three major platforms:entity platform construction,network platform construction and hotline platform construction,and has been fruitful,but there are still many problems,such as:On resource integration,system specification problems,talent team construction and examination evaluation mechanism is imperfect,aiming at the existing problem of the public law service platform construction in Dalian,this paper finally puts forward some suggestions,hope to help the improvement of the public law service platform construction in Dalian,specific include:strengthening resources integration,promote data sharing;Make overall planning,implement the top-level design;Strengthen the system construction,realize the standard management;improve the service consciousness,train the talent team;Scientific assessment and evaluation to form a good mechanism.Public legal service is a kind of public welfare service,which is aimed at specific social groups,such as low-income groups.At present,most researches focus on the public legal service system and the content of public legal service.However,there is little research on how to build an application platform to solve the practical problems of the masses,which is the most closely related to the broad masses of the people.Public legal service platform is a window to provide relevant legal services effectively,a carrier of public legal service content and an innovative means to optimize management and work efficiently.By researching this burgeoning problem,it is helpful to apply the theoretical results to practical work and provide better services for the demanders.With the development of social economy and people's growing demand for public legal services,people need to seek help through more open and effective channels,public legal service platform can shorten the distance between the government and the masses,and between the masses and the law.So the construction of public legal service platform is increasingly important and urgent.This research will boost the construction of public legal service platform in Dalian city,serve the local people,and play a good role in promoting social equity and justice as well as the healthy development of economy and society. |
