The report of the 19th National Congress points out that "building an ecological civilisation is a thousand-year plan for the sustainable development of the Chinese nation.We must establish and practise the concept that green water and green mountains are the silver mountains of gold,and treat the ecological environment as if it were life".In this regard,a more effective attempt has been made at the national level,The procuratorial authorities act as plaintiffs in public interest litigation to protect the environment by suing the administrative authorities for their illegal actions or inactions.The paper is based on the cases of Jili County Procuratorate v.Jili Sub-Bureau of the Yangtze River Channel Authority,Utopia Procuratorate v.Forestry Bureau and Yanji Procuratorate v.Environmental Protection Bureau,in which the advantages of environmental public interest litigation in China are affirmed and the controversial issues in judicial decisions are analysed.Procuratorial authorities also often file lawsuits for inaction by administrative authorities,but the criteria for performing their duties have never been clarified.The theoretical community has also discussed the many other subjects that can bring environmental public interest litigation,combining their studies with case law to give advice on the issues at stake.
