As a state supervisory organ,supervisory commissions have functions and powers covering all public officials exercising public power.Their powers are significantly different from those of other state organs and enjoy a high legal status.In the face of such a strong supervisory power,the supervision of the NPC to the supervisory committee should be different from the supervision of the government and judicial shutdown,which requires more strict and specific supervision methods and mechanisms.The first part introduces the characteristics of the supervisory commission and the necessity of the supervision right supervised by the People's Congress.The reform of the supervision system reshaped the organizational form of political power in China,established the system of "one government,one Committee,and two houses" under the leadership of the NPC,and re-integrated the anti-corruption forces in China to supervise all public officials.Power derives from the people and should be supervised by the people.Supervisory commissions,even though they supervise on behalf of the people,need to be watched more closely.The independence and authority of supervisory work are relative and should be supervised by the People's Congresses and their standing committees.The second part introduces the problems existing in the supervision mechanism of the current people's Congress.For example,the current legislation is not circumstantial enough and there is only a legislative framework but no operational details.The use of the legal form of supervision by the people's Congress is insufficient to achieve the effect of substantive supervision;The scope of supervision and Justice Committee of the NPC is too narrow,and there is still a certain gap between it and the preset special committee.The partial supervision method lacks the concrete procedure rule,is difficult to operate in practice,and so on.In the third part,the ombudsman of Sweden,the Independent Commission against Corruption of Chinese Hong Kong and the Corruption Investigation Bureau of Singapore are selected as typical anti-corruption agencies to study.The functions of these institutions are similar to those of supervisory commissioners,and they also have the nature of supervising public officials.Moreover,the supervision system of anti-corruption agencies in these countries and regions is relatively mature,which is worth learning from.Take the Ombudsman of Sweden for example,the supervision of the permanent parliamentary body of the Ombudsman includes the discussion of proposals,motions,annual reports and the nomination of candidates for the Ombudsman.The fourth part puts forward the suggestion of optimizing the supervisory power supervision mechanism of the NPC.Improve relevant laws so that the NPC has laws to follow and rules to follow in its supervision of the supervisory Commission;To enrich the form of the NPC's supervision,enrich the connotation of the NPC's supervision,and enhance its rigidity;We should strengthen the supervision and Justice Committee of the NPC's supervision responsibilities,and improve the enthusiasm and effectiveness of supervision.We will clarify the specific mechanism of the NPC's supervision over the committees,avoid the mere formality of supervision,and help comprehensively deepen the reform of the supervision system.
