"Mixed post" is a kind of human resource management problem in the public sector,which is a special problem in the administrative management system of our country.The phenomenon of "mixed posts" is mostly in the form of administrative organs mixing personnel from Public Institutions.A small and orderly use of "mixed posts" can ensure the performance of the functions of administrative organs,however,a large number of disorderly "mixed post" use will affect the performance of public institutions,resulting in executive branch work efficiency is low.The phenomenon of "mixed posts" appears to be the disorderly use of executive branch and personnel in public institutions,in essence,it is caused by various reasons,such as unbalanced allocation of administrative staff resources,unscientific distribution of work functions within the organs,lack of separation of government affairs and inadequate supervision,etc.,it is closely related to the system design of current organization establishment management.Therefore,from the perspective of improving the organization management,we should explore the practical ways to improve the efficiency of administrative organization management and reduce the over-reliance on "mixed posts".Based on the deep study of the theory of bureaucracy and contingency theory,this paper retraces the background stage of the formation of the phenomenon of "mixed post" in T bureau by means of questionnaire survey,personal interview and Literature Review,this paper analyzes the current situation of "mixed posts" in T bureau,sums up and summarizes the problems and causes of organization establishment management reflected by the phenomenon of "mixed posts" in T bureau,and starts from the institutional source of organization establishment management,put forward to optimize the organization of T bureau management,reduce the use of "mixed post" of the actual measures.The study shows that the phenomenon of "mixed posts" is closely related to the intrinsic motivation of the expansion of executive branch functions,and the disorderly occupation of the personnel of public institutions is not conducive to the function of executive branch,but also to the healthy development of public institutions,we should strengthen the control of the total amount of the executive branch,force the executive branch to optimize its own functional allocation and organizational setup,and further enhance the efficiency of the allocation of organizational resources and stimulate the administrative organs’ own work efficiency,gradually get rid of the executive branch dependence on the "mixed" use of personnel to meet the needs of functional work.
