Recently, with the development of world civilization and the arrival of the era ofglobalization, civic education, which began from western world, was widely carried outthroughout the world rapidly. In the node of the critical period of Chinese great rejuvenation,China, at the same time of rapid economic development, has the urgent need of the revival ofculture, cultivation of the national spirit and the optimization of national moral personality,which is closely related to citizen quality. However, as is known to all, influenced by specificculture, history and educational value, civic education practice in the China's mainland not onlywas carried out late and slowly, but there are also a lot improvements and promotion space in theaspects of target, content system, and process structure. It needs us to base on Chinese and localconditions to explore civic education suitable for national characteristics. And what's more, italso needs us to keep an open mind to use the successful experience of outland citizens forreference to construct effective civic education system eventually.In the process of learning outland civic education, we in particular need to learn from HongKong's civic education experience. Because, on one hand, Hong Kong, as a specialadministrative region of China, is deeply influenced by Chinese traditional cultures and moralvalues. And its modernization process has never been westernized completely but havingChinese factor. Hong Kong's civic education experience has deep cultural affinity with theChina's mainland. On the other hand, Hong Kong has been infiltrated by western culture for a longtime and its civic education has a strong western color, which has a certain reference for thefeasibility and convenience. Furthermore, most immediately, while Hong Kong's civic educationhas undergone a tortuous development process, yet there is no doubt that Hong Kong's civiceducation has made a remarkable achievements not only in the aspects of concept, target andprocess but also in the result. It is always known by the Hong Kong's high-level citizen quality.In this sense, the successful experience and practice of Hong Kong's civic education have animportant reference for the promotion of Chinese mainland civic education.This paper mainly has four parts. The first part is introduction, which simply outlines thereasons and significance of this study, the related concepts, related literature review and researchmethods of the paper. The second part mainly introduces the development of primary school'scivic education in Hong Kong. The third part emphasizes the experience of primary school'scivic education of Hong Kong and tries to find out the characteristics and advantages of civiceducation from the experience. The forth part firstly analyzes the lack and problems of civiceducation in the China's mainland and then more thoroughly elaborates that the experience ofprimary school's civic education of Hong Kong has references and enlightenments for ourmainland civic education.
