Problems And Countermeasures On Teachers Rotation System About A District In Wuhan City

Shortage and uneven configuration of high quality faculty resources has a negative effect on the balanced development of compulsory education,while the teachers rotation system is a significant measure to solve the problem.For recent years,China has introduced abundant policies,rising teachers rotation system to the height of national strategy.Meanwhile,local authorities have a positive response to national policy and lay down related policies to put forward the implement of teachers rotation system.This paper attempts to explore the problems and countermeasures on teachers rotation system about A district in Wuhan city,in order to promote the balanced development of compulsory education in a region.Taking Wuhan city as the research object,the author has conducted filed research on A district in Wuhan city and obtained informative research material.Based on "Capability Theory",this paper specializes in teachers rotation system in large sized cities.This paper can be mainly divided into three parts:Firstly,this paper makes a survey on the current situation of teachers rotation system about A district in Wuhan.After many years’ practice,remarkable results are achieved:a)in terms of teachers,enhancing the overall energy of the teachers and advancing few teachers’ specialization;b)in terms of schools,narrowing the gap among the schools to some degree and balancing the configuration of the high quality teachers resources among different schools;c)in terms of school district,strengthening the links between quality schools and less qualified schools.Secondly,this paper analyzes the problems in the implement of teachers rotation system about A district in Wuhan city.The problems are as follows:a)neglect of partial political liberty of rotating teachers;b)deficiency of the financial support to rotating teachers;c)deprivation of partial social opportunities of rotating teachers;d)lack of transparency of teachers rotation system;e)absence of protective security to rotating teachers;all the problems above must weaken rotating teachers’ capability,having a passive influence on implementation effects.Finally,based on the analysis of the actuality and problems,in order to perfect teachers rotation system,strengthen rotating teachers’ capability and to promote the balanced development of compulsory education,countermeasures are put forward as follows:a)safeguarding rotating teachers’ legal rights in educational administration;b)enhancing the financial support to rotating teachers;c)increasing social opportunities of rotating teachers;d)promoting transparency of teachers rotation system;e)reinforcing protective security of teachers rotation system.
