Throughout the development process of international science education reform, improving students' scientific literacy has always been the purpose of science education. An important feature of scientific literacy is the knowledge and skills required to make informed decisions about social science issues, known as decision making on socio-scientific issues.Chemical accomplishment is based on Chemistry subject. Therefore,it is vital importance of fostering students' Decision-making on socio-scientific issues by means of Chemistry courses.Social decision-making power includes not only the description of social science issues, but also the formulation and evaluation of solutions to social science issues. It plays a vital role in promoting science and technology, moral justice, economic development, environmental protection and cultivating students'scientific literacy.Science educators introduce the term "social science issues"to describe social dilemmas related to scientific concepts and help students develop decision-making on socio-scientific issues. The so-called social-scientific issues(SSI)refer to a series of social problems caused by the research and development of modern science and technology, which are closely related to social ethics, ecological environment and economic development.By their very nature, they are complex, open and controversial, with multiple solutions and biases. How to deal with social science issues and make informed decisions is an important goal of Contemporary education. The paper consists of the following six main parts.?.Introduction:research background, research questions, research objectives, research ideas, research methods, research significance.?.Research summary:through the social science issues, social decision-making power and other related research analysis, define the core concepts, understand the research status and problems.?.To comb through the decision-making framework of decision-making on socio-scientific issues at home and abroad, and formed "a testing and evaluation framework of Decision-making on socio-scientific issues" on the basis of existing researches. The measurement framework specifies four levels of describing social science issues, developing solutions, evaluating solutions, and making recommendations for improvement.?.Development of measurement tools based on relevant theoretical research and based on the Social Decision-Making Power Measurement Framework. The quality of the measurement tool was examined using the multifaceted Rasch model.Ensure the credibility of the quantitative survey through phases such as pilot testing and revision.?.An evaluation study was conducted on the social decision-making power of students in the grade two, grade three in senior high, freshman and sophomore years, using students of these four grades as examples. To summarize the overall characteristics of students' social decision-making power in the four grades and their specific performance at the four levels of social decision-making power, and to analyze the differences in the performance of students' abilities across grades and gender. The results of the study showed that the students' abilities in the freshman and sophomore years were on average at the level of level 2,and the students'abilities in the grade two and the grade three of senior high years were on average at the level of level 1,and the average values of abilities were shown as sophomore>freshman>grade three in senior high>grade two in senior high. There are significant differences in decision-making on socio-scientific issues among students of different grades and not significant differences in decision-making on socio-scientific issues among students of different genders.?.Conclusions,Insights and Prospects of the Study:To summarize and summarize the main findings of the study, make relevant recommendations for developing students' decision-making on socio-scientific issues based on the findings, point out the shortcomings of the study, and formulate future research plans.Based on the existing research, this paper develops a measurement tool and tests the reliability and validity of the quantitative survey with the help of Many-facet Rasch model,so as to ensure the reliability and validity of the survey and improve the social decision-making ability evaluation system. This paper attempts to measure the students'decision-making on socio-scientific issues by means of tools and analyzes its characteristics,in order to put forward some suggestions for the cultivation of students'social decision-making ability in China, provide reference for teachers'teaching and researchers.
