The participation of social organizations in governance has been widely practiced in various fields of social public service as an approach of government to provide public service.Shanghai is China's largest internationalized metropolis,with an increasing number of teenagers choosing to study abroad every year,which causes new problems emerging in the new situation.With regard to the public education governance of international education group,the construction of the management system does not keep pace with the sharply expanding amount and scale of international education group,given the particularity of service objects and governmental environment,which causes various realistic dilemmas.Currently,the inadequate policies of public education governance of international education group together with the government failure and market failure create the space for social organizations to participate in public education governance.In the meantime,public education governance also needs the participation of social organizations.This paper analyzes the incipient exploration of Shanghai Youth International Communication Centre,a start-up social organization,in the participation of public education governance of international education group,and relevant problems it has encountered.It systematically summarizes the current conditions of the public education governance of international education group in Shanghai,to backtrack the practical rules and theoretical definition of the participation of social organizations in public education governance of international education group.According to relevant policies,the paper finds that the orientation of domestic policies related to international education group is to reduce the restrictions to study abroad and to expand the scale of international education group since the reform and opening up,which leads to the increasing amount of international education group.However,the corresponding governance on the management system and guiding service has not been formed.Generally,the policies are inadequate with the lack of governance entity,and the modernized governmental system needs further exploration.In the meantime,considering the foreign-rated feature,and the interest demand from multi-stakeholders,the government need more social power to participate in the public education governance of international education group.According to the research,the implementation roadmap of the communication center is divided into three phases.At the initial phase,the competent authority should act as the governance entity;to deeply understand the international education group and gather the service objects;to seize the change brought by the epidemic to further enhance the implementation.In the medium phase,the communication center needs to form the governmental pattern,to coordinate various social resources,to further participate in the governance and strengthen the governmental position,to form the system on the regular basis,and to explore new governance patterns through"Learning by Doing".In the long-term development,the communication center needs to adopt various strategies to acquire more resources and power,to form the"power-interest" pattern of public education governance of international education group,and to promote the modernized system of public education governance of international education group jointly participated by the government.
