Optimizing the allocation of educational resources is a timeless topic in the area of education economy.In the new era,China's basic education is moving from a basic balance to a high-quality balance,and it has a higher level of pursuit of educational equity and education quality.Following this,the unbalanced contradiction between resource supply and demand has become increasingly prominent,and the coordinated development of educational resource allocation provides a new path to solve the problem of shortage of high-quality educational resources.Based on the theory of synergy,exploring the allocation of educational resources from a new perspective,this research builds an educational resource allocation collaborative system and a synergy analysis framework model.To verify the scientific and reliability of the theoretical model,this study selects the United States,which has been exploring for a long time on the road of "fair and excellent" basic education development,as the research object.By analyzing the synergy of basic education resource allocation in the United States,we will explore a suitable path for China to promote the high-quality and balanced development of basic education.Firstly,this research conducts theoretical research on the synergy of basic education resource allocation.It clarifies the connotation of basic education resource allocation synergy from the macro,meso,and micro dimensions,and extracts the four elements from it,which are collaborative goals,collaborative means,collaborative organization,and collaborative resources.After clarifying the operating mechanism and basic principles of the synergy of basic education resource allocation,this research builds a collaborative system of basic education resource allocation.Then,this research conducts a specific analysis about the synergy of resource allocation from three dimensions,which are resource allocation system,allocation subject and allocation object.Using the content analysis method,through the three perspectives of time continuity,horizontal collaboration,and vertical linkage,it is found that the US basic education resource allocation policy has good continuity,but due to the separation of powers and the federalism,the horizontal collaboration and vertical linkage will be restricted.With empirical methods such as the synergetic degree model of the compound system,it is found that synergy has been improved between the organizations of resource allocation,which are government,society,schools and household after a long period of running-in.In terms of the object of resource allocation,the results of the range ratio,coefficient of variation,Mcloone index and Verstegen index show that the imbalance in the distribution of American basic education resources between regions and groups is still significant.At the same time,with comparative research methods,it is found that the flow of faculty in district is easy,while the flow of cross-regional is difficult.Besides,rely on the network,the educational information resources realize the co-construction and sharing gradually.Finally,this study analyzes the effects of the four factors on basic education resource allocation synergy in US,which are culture,policy,economy and technology,and summarizes the practical problems.This study believes that China should strengthen the "Four matters of confidence",critique and absorb the educational experience of the United States,and embark on a path of modern education development with Chinese characteristics.There are some policy recommendations for China to improve basic education quality and equity:(1)To improve the institutional system of basic education,it is necessary to strengthen the legal guarantee for education resource allocation,and build an open and coordinated accountability in basic education;(2)It is essential to improve the coordinated allocation model of multiple subjects under the leadership of the government.It is required to adhere to the government's leading position in the process of educational resource allocation,and attract market competitive mechanisms.(3)Breaking the administrative barriers among cities,urban and rural is helpful to regional integration development in education.Establishing open educational resource platforms is important to promote the co-construction and sharing of high-quality educational resources.
