Analysis And Design Of The Internal Supervision And Management System Of Y City Discipline Inspection And Supervision Organs

A system reform has been launched in an all-round way across China since 2018,with party department and supervisory department combined into one and all civil servants who can exercise public power covered.Taking Yunnan province as example,the number of surveillance objects increased from 350 thousand to 1.57 million,increasing by a factor of 4.5 after the reform.As the number of surveillance objects increases and the power of certain departments expands,a disciplinary inspection team which is politically loyal,conscientious,uncorrupted and self-disciplined is needed,internal supervision among disciplinary inspection staff should be strengthened and party disciplines and regulations should be emphasized.In order to strengthen discipline inspection and supervision organs’ ability of internal surveillance,relevant organs set up specialized cadre supervision institutions and adopt a mechanism which regulates mutual restriction and separation in case management process system.Based on the above analysis of the status quo and in response to the internal supervision measures taken by the discipline supervision commission,this thesis designs an internal surveillance system applicable to cadres of discipline inspection and supervision organs,aiming to provide convenience for internal surveillance by means of computer software.This thesis,in combination with practical needs of working,conducts analysis and design based on the UML Model-driven System,implements detailed research on the internal surveillance of the discipline inspection and supervision system,and elaborates the system requirements from three aspects including business analysis,function analysis,data analysis.Modelling of the internal surveillance system is conducted in an object-oriented manner.Modelling and main links of design for integrity records’ filling,inquiry,query note,case handling,case avoidance,suspect information extraction of internal cadres are carried out by means of UML,hoping to provide effective help for internal surveillance management of cadres of discipline inspection and supervision commissions.
