| In the process of socialist modernization,China has always placed agricultural modernization in an important position.In order to accelerate the realization of agricultural modernization,the original pattern of scattered land and smallholder management is bound to be broken,and land circulation and large-scale land management will become a huge boost to accelerate agricultural modernization.Although China’s policy on land transfer is "encourage support + guide",there are still problems in land transfer work,such as low efficiency,irregular procedures,arbitrariness in transfer price evaluation,low transparency of transaction information and easy to be tampered with,and inadequate supervision,which affect the further development of land transfer.At the same time,the low degree of informatization and digitalization also restricts the supervision and management of land circulation work by relevant departments.Therefore,in this paper,by studying the land circulation,land circulation value evaluation system and evaluation model is put forward,and realize the reasonable assessment of the value of land circulation,on the basis of general block chain technology combined with the software development technology,research and development of the rural land circulation management system based on block chain technology,so as to standardize the procedures of land circulation,and to provide scientific and reasonable reference price of land evaluation,The transparency and security of system data should be increased to facilitate the supervision and management of land transfer by relevant departments.In addition,smart contracts can be used to modify and record the management right of land transfer,simplify the process,reduce risks and improve efficiency.The evaluation index of land transfer value was determined by means of investigation,literature review and consultation with relevant experts,and the evaluation system of land transfer value was constructed.On the basis of GM model,a new evaluation model of land transfer value is constructed based on GM model and Hedonic model,and the comparison and analysis of the two models are made.The results show that the new model can better realize the scientific and reasonable evaluation of land transfer value,so as to effectively guide the implementation of land transfer.Based on the value evaluation model of land circulation constructed,the land circulation management system is developed by using object-oriented technology and method,according to the development process of software engineering and combining with block chain technology.Firstly,the overall demand analysis of land transfer management system is given,and the application scenario of block chain technology in land transfer management system is studied,and the relevant analysis model is constructed.Then,combined with the actual business requirements of land transfer,the Hyperledger Fabric alliance chain framework was selected as the system framework.From bottom to top,the software architecture and related design model were constructed by using six layers of structure,including data layer,network layer,consensus layer,contract layer,interface layer and application layer.In the implementation of the system,because the Fabric framework itself integrates the functions of data layer,network layer and consensus layer,on this basis,the realization of the last three layers(contract layer,interface layer and application layer)is emphatic.The contract layer is to use Golang language to write smart contracts.The interface layer is developed by using the relevant API provided by Hyperledger Fabric Go SDK,so as to realize the interaction between the application layer and the contract layer.The application layer is the user interface layer.It mainly uses Golang language,adopts HTML,CSS,Java Script and other technologies,implements the Web application layer according to the MVC design pattern,and completes the development of the system.The system is a partially decentralized distributed system based on Hyperledger Fabric framework.Finally,through testing the function,performance and safety of the system,the system has achieved all the expected functions,the system performance is good,and has a certain faulttolerant ability.The results show that the land transfer value evaluation model constructed in this paper has a certain availability,and the function,performance and security of the research and development system have met the expected requirements,and have a certain practicability. |
