The number of new small and medium-sized enterprises(SMEs)in China is growing rapidly every year,and in order to let SMEs survive in the fierce market environment,a series of supportive policies have been introduced from national to local level.However,in order for SMEs to truly gain a foothold in the market and become bigger and stronger in the market,it is most important to have a strong overall strength,especially the management ability.In today's society,the trend of project-based internal tasks of enterprises is becoming more and more prominent.The project management ability of enterprises,especially the ability to manage multiple projects,to a greater extent,restricts the development of enterprises.The projects of SMEs have the following characteristics: low demand for different skilled personnel for a single project,short duration of a single project.SMEs can be deficient in management,and various problems can occur in project management,then it will have a deep effect on the outcome of the project,naturally,it will affect the enterprise's normal enlarge,as we all know,the staff is the most basic thing of a company,and the smooth implementation of the project stems from the reasonable allocation of human resources.This paper want to discuss how SMEs can scientifically allocate human resources in a multi-project environment.This paper summarizes and analyzes the more common problems in human resource allocation in multi-project environment of some SMEs from the characteristics of some SMEs,analyzes the reasons behind and proposes feasible optimization solutions.These include: improving the project organization structure,equipping projects with suitable project managers,and adopting a multi-objective decision-making approach to equip projects with general team members.First,most SMEs have a functional or project-based project organization structure,which has certain constraints on project implementation.This paper draws on previous research to optimize from a matrix structure and establish a project management office(PMO)in the organization.Secondly,by studying a large amount of literature and combining the results of questionnaires,a relatively comprehensive project manager comprehensive ability evaluation index system is established,in general,we can use the evaluation of fuzzy comprehensive method to judge the project candidates and combine with the enterprise's ranking of project priorities to equip each project with a suitable project manager.Finally,to address the characteristics of the small number of personnel required for each skill in each project,a planning model is established when allocating project team members,and various feasible solutions are listed by the enumeration method,lastly,we can depend on the method of multi-goal decision-making in limited situations to choose a ideal solution,then we can select the right person for the right job.In this paper,we take Gaokai Electronics Co.,Ltd.as the research object,and obtain relevant information through questionnaires,in-depth interviews,internships,I got a lot of necessary information.Depending on the method have proposed in the paper,we try our best to make the manager and staff allocation optimization in the special environment of Gaokai.Firstly,setting a functional department,the PMO;Adjusting the organizational structure;and by allocating project managers and project members in a scientific way,the past method of arranging personnel based on leaders' personal experience is abandoned and the allocation is optimized.The comparison of the project implementation results shows that the proposal presented in this paper is reasonable,operable,and somewhat scientific.Companies of the same type facing the same situation can,to a certain extent,learn from the approach of this paper.Through this study,this paper can draws the following conclusions: human resource allocation in multi-project environment needs the necessary comprehensive analysis,and both the allocation methods of project managers and ordinary project members should be considered at one time,which is convenient for enterprises to use for reference in the reality;in addition,fuzzy comprehensive evaluation method and enumeration method can achieve ideal results in enterprises that just adopt scientific methods for human resource allocation effect.
