A Research On The Mechanism Of County-level Converged Media Centers’ Participating In Social Governance

Since the construction of the county-level converged media center,it has started from the overall goal of "guiding and serving the people" to conduct various explorations of government services and public services around helping modernize primary-level governance.Observing the implementation path and existing problems of the participation of county-level converged media center in social governance mechanism can consolidate the theoretical basis,alleviate social contradictions,and promote social governance at the primary level.Counties in the less developed areas of China’s western region have a relatively weak foundation for social governance;social organizations there are not active to participate,and the public are not enthusiastic in playing a part in social governance either.It is precisely where the county-level converged media center should play a pivotal role in organically integrating multiple players,such as the Party,government organizations and social organizations,to build a positive interactive relationship and become the new key to public involvement in social governance.Relying on the active use of data platforms and intelligent platforms,the county-level converged media center develops new ways for innovative content creation,production,and distribution,attaches great importance to the development direction of "media+government affairs+service",fully understands its role and functional positioning in social governance participation,and plays a critical role in guiding public opinion,administrative consultancy,and the construction of a community of social governance.The county-level converged media center participates in social governance through the coordination of dynamic mechanism and collaborative mechanism.With dynamic mechanism,it transforms policy advantages into governance effectiveness;and relying on coordination mechanism,it effectively connects public players to achieve interactive cooperation.In specific social governance practices,the county-level converged media center should actively match the dynamic mechanism,improve the informatization level of the collaborative mechanism,accurately understand the needs of users,and embed in the social governance system in an all-round way,so as to form a new social governance model based on collaboration,participation and common interests.
