With the vigorous development of mobile communication technology, the existing network presents a heterogeneous scenario where multiple network standards coexist.Facing the current diversification and randomization,as well as the business needs of thousands of industries in the future, the user terminal equipment(UE)is constantly updated and the network performance indicators such as throughput, delay and other aspects of the communication Quality of Service(Qo S)Higher requirements have been generated, resulting in a surge in data traffic and unbalanced load issues, which poses a major challenge to the rational use of resources.Optimizing user communication services on the terminal side and the network side has become one of the hot issues in the research.Firstly,on the terminal side, estimate the base station load and select a cell with appropriate network resources for access;secondly,on the network side Said, considering the user’s service experience, select the cell transfer that matches the service for the user.First of all,the current status of traditional load estimation and load balancing is described, and the differences between the characteristics of the existing technical solutions and the work of this paper are summarized. On the one hand, the load estimation methods are classified, leading to the current mathematical modeling methods that have many ideal assumptions and the network-side load information transmission terminal has problems such as large signaling overhead;on the other hand, the classification of load balancing methods leads to cell-level method based on mobility parameter adjustment that brings about "batch" handover and ping-pong transfer, without considering the problem of user experience. Then it analyzes the nonlinear and complex mathematical mapping relationship between the load of base station and multiple measurement indicators in an ideal environment.Based on this theory,a load estimation method(GAN-LE)based on Generative adversarial networks(GAN)is proposed in the terminal side of this paper. The air interface parameters measured by the terminal are used to estimate the load of the surrounding serviceable base stations and assist network selection, aiming to improve the communication data transmission experience for users in the current network.Furthermore, the challenge of load imbalance caused by emerging communication scenarios and services such as 5G Bandwidth Part(BWP)in the existing network is analyzed, and a user-level load balancing method(UE-LB)is designed.According to the user’s demand characteristics of each network performance index,a single-attribute utility function is designed, and based on this, the UE’s multi-attribute parameter utility function is designed.By analyzing users’ satisfaction with mobile communication access points and matching them with appropriate cell services, the paper aims to solve the problem of cell-level load balancing without introducing service experience, and ensure Qo S communication services driven by user business intention.Through simulation comparison and analysis, the GAN-based load estimation assisted network selection algorithm proposed in this paper on the terminal side effectively improves user services.Experience.Compared with the method based on signal and link quality, the throughput and delay performance have been significantly improved in the heavy load cell scenario. For the user-level load balancing algorithm,in the edge cell scenario, the number of frequent user reselection and handover is reduced, the power consumption of the terminal is effectively reduced, and the stability of user communication services is ensured.
