Research On The Promotion And Implementation Of FAIR Principle In Scientific Data Management

The rapid popularization of modern technology challenges the existing mode of scientific behavior.The credibility of scientific conclusions affects people’s life,daily judgment and government governance.Verifying scientific conclusions through data has become an important choice for scientific research.The importance of scientific data is self-evident,and the management of scientific data has also become an important field of research in various countries,The general office of the State Council of China officially issued the "The Scientific Data Management Rule",which has made detailed provisions for the development of scientific data management in China.This has undoubtedly become the guiding direction of scientific data management in China,and provides ideas for the realization of good data management in China.The concept of good data management(that is,maximizing the effective discovery and reuse of research results)has existed for decades.Fair principle is a synthesis of these early efforts.Since its publication in 2016,fair principle has been widely recognized,adopted and cited by stakeholders,and has been implemented and developed in many countries,It is of great significance to study the popularization and implementation of fair principle.Based on the full understanding of fair principle,this paper investigates the promotion and implementation of fair principle in different countries and regions from the aspects of policy,project,platform,training,infrastructure construction,etc.on the basis of analyzing the shortcomings of scientific data management in China,this paper draws lessons from the effective measures of promoting and implementing fair principle of scientific data management in foreign countries,It is suggested that fair principle be popularized in the field of scientific data management in China.The main body of this paper consists of five chapters: the first chapter is the introduction.The author describes the research background and significance of this paper in detail,investigates,analyzes and summarizes the existing related research,focuses on the current research status,and briefly describes the research methods and research content.The second chapter is the origin and development of fair principle.By studying the background of fair principle,this paper analyzes the four basic principles of fair principle,which are Findable,Accessible,Interoperable and Reusable,and its 15 subdivision principles in detail,and clarifies the whole context of fair principle’s preliminary proposal,formal release,supplement and global development.The third chapter is about the specific measures to promote and implement the fair principle at home and abroad.Through network research and data analysis,the paper makes a comprehensive investigation on the ways and measures to promote the fair principle in different countries and regions.It is found that the main measures to promote and implement the fair principle in the world are to launch plans and projects,adjust policies and plans,provide guidance and training,and promote the fair principle The paper also elaborates and analyzes the five ways of building infrastructure and strengthening conference discussion.In China,there are mainly three ways to develop fair data management platform,establish the goal of scientific data fair,and hold a meeting to discuss the fair principle.The measures to promote the implementation at home and abroad are briefly summarized and used for reference.The fourth chapter is the suggestion of promoting the fair principle of scientific data management in China.According to the content of the third chapter,on the basis of investigating the deficiencies of scientific data management in China,the author puts forward strategies and suggestions for promoting and implementing fair principle in China from data policy,tools and platforms,seminars and courses,training and other aspects.The fifth chapter is the summary and prospect.This paper summarizes the research,analyzes the shortcomings of the research,points out and puts forward the thinking and Prospect of the follow-up related research.
