Research On Equalization Of Public Library Service At S Town Of Panyu District In Guangzhou City

The town public library is an important part of the town public cultural service system,which is also play an important place for the town public to obtain knowledge resources and provide community activities.The town public library provides the same and equal knowledge exchange platform for the town public,which is conducive to promoting social harmony and the common development of town culture.Equalization of public service is the responsibility and obligation of the public library.As the national cultural policy changing from "efficiency priority" to "fairness priority",Guangzhou Library has been increasing its support for the grass-roots libraries,and grass-roots libraries are also making efforts to build a library service system,hoping to achieve the goal of equalization in the region and the locality.The public library of S town,Panyu district,how to make the people of S town equitably enjoy richer cultural products and services,and how to guarantee and realize the equalization of public services is a question worth exploring.Through theoretical analysis,this paper summarizes the main connotation of equalization of town public library services,including four aspects: equal allocation of service resources,equal service coverage,equal service content and equal service quality.And take these four aspects as the analytical framework for the equalization of town public library services,based on the theory of public goods,new public service and social equity and justice.The paper adopts the method of literature research,field investigation method,interview method,questionnaire survey method and comparative analysis method to carry out comprehensive research.In summing up the Guangzhou Panyu district library service systems as well as total branch solve urban and rural differences,equalization levels under the experience of ascension,focuses on the status quo of equalization of public library service in S town.Analyzes the problems of service equalization of public library in S town,which are mainly presented in the following aspects: The allocation of service resources is not balanced,the coverage of services is not comprehensive,the content of services is not equal,and the quality of services is not equal.In view of the existing problems,dig out the reasons that restrict the service inequality,this paper puts forward some suggestions for the development of S town public library in Panyu district and the better operation of the service system of Guangzhou regional library: Optimize management and establish a strong guarantee of equalization;improve the leading power of publicity,expand the equalization of radiation;enhance the sense of equal service,take the initiative to provide diversified services,improve resources for equalization of services and improve the efficiency of equalization of services.It is hoped that it can help the equalization of town public library services will be truly implemented and it will truly benefit all the people.
