Research On Offshore Information Technology Outsourcing Industry Policies In Jilin Province

The development of Internet technology has spawned many new business forms and models,enabling information technology services to be produced offshore just like processing trade.Compared with manufacturing outsourcing,information technology outsourcing has the advantages of relatively high added value,environmentally friendly,etc.At the same time,it can create quite number of jobs and has a good economic driving effect.Judging from the development experience of leading countries such as India and Ireland that undertake offshore information technology outsourcing business,the public policies formulated by the government can play an important role in guiding industrial development and creating a favorable business environment.Based on the current background,firstly,this paper summarizes the current promotion policies of the offshore information technology outsourcing industry in Jilin Province,and finds that public policies have been used to support this kind of industry by Jilin Province this industry for more than ten years,however,the development speed of the offshore information technology outsourcing industry is relatively slow,the effect of the supportive policies is less than expected;Then,according to the public policy analysis system model,the four elements of the Smith model are selected to examine the promotion policy of Jilin Province from four aspects: the characteristics of the policy issue,the factors of the policy itself,the factors other than the policy,and the policy environment,and analyze the problems and causes of the policy..It is found that the main reasons are the deficiencies in the specific clarity of the promotion policy and the degree of resource input.Finally,based on the current situation,by summarizing and learning from the development experience of India,Ireland,Shanghai and Dalian,aiming at the shortcomings of Jilin Province’s policy of promoting offshore information technology outsourcing,this paper puts forward suggestions from two aspects,one is promoting policy improvement,the other is optimizing policy implementation reform,in order to improve the promotion policy of offshore information technology outsourcing in Jilin Province.
