Research On The Front-end Control Of Archival Work ——Taking The Construction Project Of Songtie Expressway As An Example

Since the 18th Party Congress,the Party Central Committee,with Xi Jinping at its core,has put forward a series of major initiatives on network security and informatization,which have promoted new achievements in network security and informatization in China.It has brought new opportunities for the development and transformation of archival work,while at the same time posing new challenges.The National Archives Bureau has clearly proposed that archival work should move in response to the trend,take advantage of the trend,accelerate the transformation and upgrade,and gradually realize the modernization of archival management with informationization as the core.On the basis of a full understanding of the national informatization development strategy,each unit department should take the initiative to include the promotion of the transformation of the single-set system for archival work in the scope of their own exploration,enriching the content of the archival knowledge system from a theoretical perspective and providing useful references for the development and transformation of the single-set system for electronic archives from a practical perspective.This paper combines the idea of front-end control,taking the archival work of Song Tie Expressway as an example,and starting from the constant transformation of the archival work of motorway construction projects to the direction of exploring a single set of electronic archives,arguing that in practice,the reorganization and optimization of archival workflow can be promoted by adopting front-end control measures for engineering documents,which can improve efficiency,avoid unnecessary duplication of work and ensure the authenticity and integrity of archives and their availability and reliability.On the basis of understanding the composition of the archival documents of the Song-Tie Expressway,the degree and effectiveness of the introduction of front-end control ideas in the archival work of the main departments of each unit is analysed,and the reasons leading to the lack of its front-end control are found to be the lack of corresponding system supervision and inspection norms and measures for the subject objects,document life cycle operation process and electronic archival system management in the process of construction of the project respectively.For the reasons of insufficient front-end control in the archives of different unit subjects of construction projects,starting from the essence of front-end control ideas,the management modes of subjects and documents at different stages of engineering projects put forward targeted and respectively suitable for different unit subjects to cope with the suggestions.It provides the necessary guarantee for the transformation and development of the single set system of electronic archives.
