The proposal and implementation of the rural revitalization strategy ushered in new opportunities for entrepreneurship in the vast rural areas and farmers, and subjectively stimulated the entrepreneurial enthusiasm of farmers. But objectively speaking, farmers themselves have the shortcoming of insufficient endowment, which urgently needs to be resolved by establishing a corresponding government support system, especially to improve the human capital and social capital of farmers, and to solve the difficulties faced by farmers in entrepreneurial decision-making,so as to improve farmers.Possibility of starting a business. In addition, most of the current researches focus on the direct effects of human capital and social capital on the entrepreneurial behavior of farmers, but there is little discussion on the mechanism of human capital, social capital and farmers' entrepreneurship. Therefore, this study will further explore the mechanism of action among the three. This paper adopts the data of the Chinese household dynamic tracking survey in 2018 to establish a binary Logit model of the individual dimension of farmers, and explores and analyzes the direct effects, regional heterogeneity and mechanism of human capital and social capital on farmers' entrepreneurial decision-making.In this paper, human capital is mainly measured by three proxy variables of academic qualifications, health, and work experience, and social capital is mainly measured by the proxy variable of the annual expenditure of farmers' favors and gifts. The research content is as follows: First, the direct impact of human capital and social capital on the entrepreneurial decision-making of farmers;second, grouping according to regions, discussing the heterogeneity of human capital and social capital on the entrepreneurial decision-making of farmers;third, discussing human capital,The mechanism of social capital on farmers' entrepreneurial decision-making.The results of the study are as follows: both the academic qualifications and the annual expenditures of the gifts and gifts have a positive and significant influence on the entrepreneurial decision-making of farmers, and the employment experience has a significant negative impact on the entrepreneurial decision-making of the farmers. At the same time, this kind of influence still has regional heterogeneity. The annual expenditure of academic qualifications and gifts and gifts has a more significant impact on the western region, and health has a more significant impact on the eastern region. In addition, gender in the control variable has a more significant impact on the eastern region. In addition, the study also found that the annual expenditure of the gift of favors played a part of the intermediary role in the effect of academic qualifications and work experience on the entrepreneurial decision-making of farmers. Finally, the robustness of the model is tested by the substitution variable method, and the regression results are still stable. The policy enlightenment is as follows: First, systematically promote rural education, training and health investment;secondly,co-create an ecological platform for rural social capital;and finally, establish and improve a rural innovation and entrepreneurship support system. The policy enlightenment presented in this article has certain practical significance for optimizing the rural innovation and entrepreneurship environment and promoting rural revitalization. In addition, the innovation of this paper is mainly to test the direct effects of human capital and social capital on the entrepreneurial decision-making of farmers, the regional heterogeneity and the mechanism of action, which will help to promote the further in-depth research on farmers' entrepreneurship.
