Study On Planning And Management Of Urban Earthquake Preparedness And Disaster Reduction In China

With the reform and opening up,our country’s GDP has also achieved a quantum leap.With the concentrated regional development of the economy,the population is also concentrated in cities,and the level of urbanization has reached an unprecedentedly new height and flat floors have risen.However,natural disasters have not left us so far,such as the frequent occurrence of earthquakes,causing irreparable damage to people’s lives and property.In the 19 th National Congress of the Communist Party of China,the issue of how to ensure the safety of human settlements was discussed in more depth.The requirements were more stringent.We must not only study the past of urban earthquakes,but also pay attention to the present and future of urban earthquakes because of earthquakes.The middle-and high-rise buildings have even more deadly destructive power.Only by establishing and continuously perfecting the city’s earthquake-prevention and disaster-reduction system,and gradually implementing measures and policies,can the people’s living environment security problems be truly resolved.Based on public agencies’ actions in the prediction,prevention,analysis,and resolution of risks,the purpose of this paper is to improve our city’s ability to prevent and mitigate earthquakes.In the process of this paper’s research,we have consulted a large number of Chinese and foreign documents for reference and investigation.The use of literature reference,the comparison of theoretical results,quantitative qualitative research and other research methods to complete our country’s domestic research on urban earthquake prevention and disaster reduction management theory.The first part explains the current situation of research on earthquake prevention and disaster reduction in China’s domestic cities,and shows the far-reaching significance of the establishment and improvement of earthquake relief planning for the country and the people.As we all know,the forms of geological disasters in our country are diversified,and there is a lack of research on the theory of urban earthquake disaster reduction.The introduction of the article briefly compares domestic and foreign research.In the second part,related research shows that human society will always inevitably lead to natural disasters.This article is based on the theories of the management of public crisis mentioned earlier and the government’s understanding of earthquake prevention knowledge in urban earthquake prevention and disaster reduction research.Because urban geological disasters and other disasters constrain the development of the city,natural disasters should be taken into consideration in the formulation of urban planning and,at the same time,earthquake relief measures should be taken.The status quo of earthquake relief plans can be reflected in several aspects such as social management systems,urban emergency plans and mechanisms,and constitutional regulations to determine the level of domestic urban earthquake prevention and disaster reduction management.By referring to the early research data,we can find out some problems in our country’s urban earthquake prevention and disaster reduction,whether in policy decision-making,implementation of measures or internal system supervision.After consulting relevant early-stage information,this paper elaborates on the social management system,urban emergency response plans,institutional mechanisms and implementation,and social and legal safeguards of developed countries in Western and Asian countries.The third part is to further improve the planning for earthquake prevention and disaster reduction in our country’s domestic cities.It mainly starts with increasing the implementation of social management systems,urban emergency plans and mechanisms,and safeguarding social laws and regulations.The social management system is mainly to establish more scientifically the earthquake prevention and reduction agencies and improve the efficiency of the internal division of labor;in the implementation of the urban emergency plan and mechanism system,increase the input of the urban emergency mechanism;in the aspect of social laws and regulations,not only To implement the accountability system prescribed by law,financial support for social disaster relief needs to be increased.At the end of the article are conclusions and expectations.
