| China’s meteorological disasters occur frequently and the losses are serious,and 70%of the losses are caused by meteorological disasters.Thus,it is clear that how to defend against meteorological disasters is the key to natural disaster defense.Chongqing is located in the southwest of China and has a subtropical monsoon climate,and the climate is complex due to the Qinghai-Tibet Plateau,which leads to serious meteorological disasters and secondary disasters.Improvement of meteorological disaster defense capability in Chongqing is one of the important tools to improve the overall natural disaster prevention and management of public emergency management in Chongqing,and is also of great significance to protect the economic and social security of Chongqing and its people.This paper evaluates the meteorological disaster defense capability of Chongqing from two perspectives: the annual loss of meteorological disasters and the assessment of the capability of constructing the index system through the disaster model and the construction of the index system,respectively.The assessment found that meteorological disaster losses in Chongqing showed a significant downward trend during the period 2003-2019.The years with relatively high disaster losses were mostly affected by heavy rainfall disasters.Chongqing’s meteorological disaster defense capability is high,but factors limiting its ability may include: insufficient capacity of system design,high risk of meteorological disaster,insufficient engineering defense facilities,insufficient level of economic development,insufficient efficiency of departmental linkage,and insufficient meteorological disaster risk resistance of the society.Propose management suggestions to improve meteorological disaster defense capacity: strengthen meteorological disaster risk management;improve meteorological disaster defense rule of law;improve meteorological monitoring and forecasting and early warning capacity;improve meteorological disaster emergency plans and meteorological disaster warning system;increase financial investment in disaster defense and improve engineering defense capacity;integrate multi-sectoral resources and encourage social forces to participate;and improve natural disaster insurance system. |
