Research On The Comprehensive Management Mechanism Of Private Capital Participating In Hidden Dangers Of Geological Disasters

The existence of hidden dangers of geological disasters seriously threatens the safety of life and property of the people in the involved areas.It is urgent to carry out comprehensive management of hidden dangers of geological disasters.Among them,the engineering management method is the most common and safe comprehensive management method,and the cost is relatively large.However,it exists a large number of land disasters in the mountainous areas,requires a lot of funds,and this kind of land disaster project is a complete public investment type.In addition,the general local financial funds can be invested in the prevention and control of land disasters every year.The project funds are limited,and the comprehensive management of the disaster sites and the urgent need for the management of the disaster sites cannot be coordinated and unified entirely by relying on the government financial funds.To this end,it is urgent to introduce private capital,provide channels and platforms for private capital to participate in the comprehensive management of disaster sites,tap the commercial value and safety and stability value of disaster-damaged land after governance,and solve the endogenous driving force of private capital participation.The paper adopts case analysis method,interview method,participatory observation method and other research methods,and with the help of the theory of public-private cooperation,it analyzes the practical dilemma and difficulty of participation of private capital in the comprehensive management of hidden danger points of geological disasters,and constructs a "public-private cooperation theory for comprehensive management--The process,methods and problems of comprehensive governance-institutional guarantee,benefit distribution mechanism,and supervision mechanism involved in comprehensive governance conditions-private capital participation in comprehensive governance" analysis and interpretation framework.At the same time,an in-depth investigation was conducted with the participation of private capital of H citizens in G province in the comprehensive management of hidden danger points of geological disasters,and its participation methods and operation modes were analyzed.Through exploration,it is found that many hidden danger points of geological disasters are not formed by natural factors,but are caused by artificial slope cutting or engineering construction directly or not.According to the principle of "whoever causes it,who will control it",it is unreasonable that the government’s financial funds should pay for it.The natural resources department organizes geological disaster prevention and control experts to identify responsibilities and conduct consultations to confirm that both public and private responsibilities should be shared,and public-private cooperation should be carried out to jointly promote the early completion of comprehensive management of hidden dangers of geological disasters,eliminate hidden dangers,and ensure the safety of people’s lives and property.
