Research On Performance Evaluation System Of Special Fund For Meteorological Disaster Prevention In M District Under BSC And KPI Theory

Meteorological disaster prevention as a meteorological department,special funds for early warning of disaster prevention and reduction,disaster investigation and report,professional work,agriculture,public meteorological service is the most powerful guarantee of funds,the raise the level of meteorological service,enhance disaster prevention and mitigation capacity,social public life and property security,promote regional sustainable development has a crucial role.However,at present,the meteorological department of M district lacks systematic and comprehensive research on the performance evaluation of this special fund.How to evaluate the performance of private funds and performance assessment system for specific components of private funds still need further discussion.In this thesis,on the basis of combing the related literature at home and abroad,combined with M area meteorological disaster prevention concrete usage,special funds for M area meteorological department by using field investigation and the author’s practical work experience,analysis M area meteorological department of funding of the performance evaluation of the status quo and put forward the possible problems,and then based on the BSC theory,through the proper dimension adjustment,Secondly,under the guidance of KPI theory,according to the performance evaluation index framework of fiscal expenditure issued by the Ministry of Finance and combined with the particularity of meteorological industry,determine strategic objectives and select key indicators.Secondly,the expert scoring method is used to determine the influence of indicators,and the advantages of the system are analyzed to build a new performance evaluation system of meteorological disaster prevention special funds.Finally,relevant suggestions are put forward from the aspects of internal system,department construction,information collection,index design and related party participation to ensure the effectiveness and accuracy of the new evaluation system.The key point of this thesis lies in the innovative combination of BSC theory and KPI theory and the implementation of it in the whole process of building an evaluation system.Finally,the following conclusions were proposed: First,the Meteorological Management Fund for Meteorology Fund has been proposed;second,the effectiveness of combining BSC theory with KPI theory in performance evaluation has been affirmed;third,certain basis and reference have been provided for the construction of a more complete and effective performance evaluation system of financial funds.
