Water is an indispensable natural resource for human beings.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has repeatedly put forward important instructions on ’ grasping the evaluation of resource and environmental carrying capacity nationwide ’.It is of great significance to carry out the evaluation of water resources carrying capacity,to grasp the carrying capacity of water resources,to put forward countermeasures to improve the carrying capacity of water resources,and to realize sustainable development.Based on this,this paper selects Heilongjiang Province as the research area to study the water resources carrying capacity.The main research contents and conclusions are as follows:1.The evaluation system of water resources carrying capacity in Heilongjiang Province is established with 14 selected indicators representing the standard layer,including the water resources subsystem,social economic subsystem,and ecological environment subsystem,targeting the water resources carrying capacity of Heilongjiang Province.Data related to each index is collected by analyzing the social and economic development and development and utilization of water resources via investigating relevant announcements,yearbooks,reports,etc.Grading standards are created according to internationally or nationally recognized standard values,definitions,and formulas for each index.2.The particle swarm optimization algorithm optimizes the penalty factor C and kernel functionσin the support vector machine model,resulting in the ideal parameter combination that increases the accuracy and computational efficiency of the model.The model is applied to evaluate the water resources carrying capacity in Heilongjiang Province from 2014 to 2020.Results reveal an increasing trend in the water resources carrying capacity of Heilongjiang Province from 2014 to 2020,with a minimum value of 0.4851 and a maximum value of 0.8193.Its water resources carrying capacity level is above grade III since 2017,showing a significant role played by Heilongjiang Province in protecting and using water resources in recent years.Currently,the water resources carrying capacity of Heilongjiang Province is relatively good,satisfying basic production and living needs.3.Based on the actual situation of Heilongjiang Province,various measures are suggested to strengthen and improve the water resources management system,control urbanization rates reasonably,enhance the residents’ awareness of water conservation,promote the construction of agricultural water-saving irrigation,optimize industrial structure,strengthen ecological civilization construction,and solidify sewage treatment results from the three aspects of water resources,social economy,and ecological environment.
