With China’s rapid economic growth,many resource and environmental problems have emerged,thus restricting sustainable economic and social development.Against this backdrop,the Third Plenary Session of the 18th CPC Central Committee put forward the proposal of "exploring the compilation of a natural resources asset and liability statement and the implementation of a discharge audit of natural resources assets for leading cadres",with the aim of strengthening the accounting and management of natural resources and protecting the ecological environment,so as to achieve sustainable development of resources,environment and economy and society.In order to promote the construction of ecological civilization,compile a natural resources balance sheet and establish a natural resources balance sheet system in China,it is necessary to account for natural resources assets.Accounting for land resources assets is the focus of natural resources assets accounting,so this study takes land resources as the entry point.As an important natural resource,land resources are the basis for human survival and development,and occupy a central position in resource environmental protection and sustainable socio-economic development.The Party Central Committee and the State Council have always attached great importance to the ecological and environmental protection of the Northeast Black Earth Region,of which Qiqihar,as an important part of the Northeast Black Earth Region,has an important strategic position,so it is of great significance and value to carry out the accounting of land resource assets in Qiqihar.Based on the results of land resource asset accounting at home and abroad,this study analyses the stock and flow of physical land resource assets in Qiqihar city from the perspective of time and space with the help of GIS based on land use data and socio-economic data for the two periods of 2010 and 2020,taking into account the regional reality.On the basis of the physical quantity accounting,an operable land resource asset value accounting system and method are proposed from three dimensions:economic,ecological and social.Among them,the economic value accounting mainly adopts the market value method,the ecological value accounting adopts the value equivalent factor method and coefficient correction method,and the social value accounting adopts the alternative market method.The spatial and temporal evolution characteristics of land resource asset values are analysed in detail from the perspective of each land use type and unit area to achieve a multi-dimensional dynamic accounting of land resource asset values.The two-dimensional graphical clustering method was then used to classify the study area based on the "economic,ecological and social" values.The main findings of this study are as follows:(1)In the past 10 years,land use in Qiqihar has changed significantly,including an increase in the area of arable land,wetlands,construction land and other land,and a decrease in the area of forest land,grassland and water,with the area of land under change accounting for 30.95%of the total area of the jurisdiction.The decrease in precipitation and the increase in evapotranspiration make the watershed area shrink continuously.2010-2020,except for Baiquan,Tie Feng,Tailai,Longjiang,Longsha and Meilis Daurian districts,where the intensity of land use decreases and the socio-economy is in a period of adjustment,the rest of the counties(cities and districts)have a slow increase in land use and the socio-economy is in a period of slow development.Compared with 2010,the area of the high value area of land use development intensity in 2020 has increased significantly and is spreading from the centre to the surrounding area.(2)The economic,ecological and social values of various types of land resource assets in Qiqihar have all increased between 2010 and 2020.Among them,the land types that contribute most to economic,ecological and social values are construction land,arable land and cultivated land respectively.(3)Economic value of land resource assets in Qiqihar>ecological value>social value in 2010 and 2020.Compared with 2010,the economic,ecological and social values of land resource assets in Qiqihar will increase by about 93.99%,2.47%and 99.74%respectively in 2020.With the rapid economic growth and urbanisation in Qiqihar,the economic and social values have increased at a faster rate,while the ecological value has risen at a lower rate.(4)Between 2010 and 2020,the economic and social value of land resource assets per unit area in all counties(cities and districts)of Qiqihar City increased,and the ecological value of some counties(cities and districts)decreased,but there were large regional differences.Among them,the economic and social value per unit area in Longsha and Jianhua districts is much higher than in other counties(cities and districts),the economic value per unit area in Tailai County is the lowest,and the social value per unit area in Tailai and Fu County is the lowest;the ecological value per unit area in urban areas and surrounding urban areas is the highest,and the lowest in Baiquan County.It can be seen that the more economically developed the area,the higher the economic and social value of land resource assets per unit area.(5)From the results of the land use zoning,the study area was divided into the northeastern construction zone(Zone I),the central economic-ecological-social value balance zone(Zone II),the central ecological value incompatibility zone(Zone III),and the central economic-social value incompatibility zone(Zone Ⅳ),based on the "economic,ecological and social" value of land resources assets and the two-dimensional graphical clustering method.,the central economic-social value incompatible zone(Zone Ⅳ),and the western ecological value enhancement zone(Zone Ⅴ),and proposes differentiated land use recommendations for the different zones to enhance the comprehensive value of land resource assets.This study provides scientific and feasible ideas and methods for land resource asset accounting and land use zoning,and the research results expand the application field of land resource asset value accounting results and provide reference for differentiated land management in Qiqihar.
