| Since the industrial revolution,global climate change has been greatly affected,and the climate warming caused by carbon emissions is becoming more and more serious.With the global mobility of air,climate governance has become a common concern of human beings.The international community has made long-term and unremitting efforts to reach a consensus to solve the problem of global climate change.A consensus with practical significance is that the carbon emission trading mode with global international treaties as the core is the best way to solve the climate problem.However,after the conclusion of the United Nations Framework Convention on climate change,previous negotiations on climate change and the practice of various countries have proved that there is a diminishing marginal return effect in the global international treaty model.Whether it is the international community or the national society,climate governance has inevitably evolved into a game behavior in practice,which has caused difficulties for further practice.The root cause is that the emission reduction and pollution reduction schemes formulated through political consultation or mechanism legislation on Climate Governance lack important ethical and moral basis,and lack the support of justice principle to guide consensus,guide and standardize practice."Climate justice" means that the benefits brought by climate should be fairly distributed to all climate contacts,and the governance of climate should also be borne by each member.Global climate justice guides and standardizes Global Climate Governance,which is a common problem to be solved by global human beings,from two aspects of value orientation and practical operation.The basic consensus of global climate justice mainly includes: respecting the principle of "common but differentiated responsibilities";distinguishing the theoretical and practical dilemma of the formation of the basic consensus of climate justice;promoting the correct understanding and grasping the Transformation Opportunity of climate change response and governance,and seeking more consensus of multiple actors in Climate Governance.There are three kinds of theories about global justice in today’s academic circles:global justice theory based on Rawls’ justice theory,Hobbesian global justice theory and cosmopolitan global justice theory.The advantage of Rawls’ justice theory to global climate justice is that it can fully analyze the "equality" and "difference" of carbon emission rights allocation in climate change.But its weakness lies in that this idea does not design a supranational institution,it only provides justice principles for justice between countries,but does not provide institutional settings to guarantee the realization of global justice.The global justice of hobbesian and cosmopolitanism both theoretically design a supranational organization and system to ensure the realization of justice.In this regard,they supplement the scheme of Rawls’ justice theory.The biggest problem of Hobbesian Global Justice program is that its authoritarian tendency is difficult to be accepted.Secondly,there are many problems in the way of authoritarian formation,and the lack of social and psychological basis that can be satisfied in Hobbesian theory.The main defects of the cosmopolitan plan lie in the interference of national sovereignty and the weakness of the global concept supporting cosmopolitanism.At present,there are more or less theoretical or practical difficulties in various theories of global justice.At this time,David Miller’s theory of justice provides us with new ideas from the perspective of social justice and pluralism,which can be used as a supplement to the theory.David Miller’s theory of global justice emphasizes national rights and responsibilities,which is in line with the current international political theme and reality;Miller pays attention to the reasonable division of powers and responsibilities,which provides a new idea for global poverty alleviation;Miller’s point of view also proves the predictability of internationalism advocated by Marxist classic writers in a certain sense,and Miller’s point of view enriches the internal meaning of global justice theory Rong.Based on David Miller’s theoretical perspective,Climate Governance in terms of carbon emissions includes the following major issues: first,the fragmentation of the global climate political system,the reality of national strength and regional differences make regional governance more popular;second,the global climate governance mechanism is ineffective,although it is now in the United Nations Framework Convention on climate change,Kyoto Protocol,Costa Rica However,the priorities and programs of Climate Governance are always changing,and they have not been able to play an effective binding role.Third,there is a collective action dilemma of governance subjects in global climate governance.The development trend of the international environment is a multipolar trend dominated by the principle of multilateralism,and the international community is also in a dilemma It is composed of various interests and forces,and global issues need the consultation and cooperation of the international community;fourth,the path deviation of carbon emission governance.Since the adoption of the United Nations Framework Convention on climate change,different governance explorations have been tried on carbon emission governance,but we still need to constantly revise and explore.In order to solve these four problems,David Miller theory also gives solutions: first,pay attention to the multiple justice and division of power and responsibility of global climate governance,promote the legislation of carbon emission trading,strengthen the convergence of international and domestic legislation,and improve the monitoring mechanism of emission reduction;second,social principles guide the collective action of global climate governance,enhance the sense of international responsibility,and share emission reduction fairly Third,establish a multi governance global climate governance system,give full play to the guiding role of the United Nations and international mobilization influence,realize the combination of vertical government operation and network supervision,and the mechanism integration of carbon trading department.On the issue of carbon emissions in Climate Governance,David Miller provides a theoretical conception with practical significance from the perspective of global justice,which is a value orientation worthy of active exploration and practice in the future.The whole article consists of six parts.The first
