Study On The Coordinated Development And Game Governance Of Guangzhou Port Under The Background Of Port Integration In Guangdong-Hong Kong-Macao Greater Bay Area

Modern ports are gradually becoming an economic community integrating transport and trade,which is an important resource for national economic development.With the implementation of the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area,the development and construction of ports in the Greater Bay Area has received great attention.As one of the core hub ports in the Guangdong-Hong Kong-Macao Greater Bay Area,the position and influence of the "thousand-year-old port" cannot be replaced.It plays an important economic supporting role in the implementation of the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area.In this context,the research on the Port of Guangzhou is carried out,and its differences in collaborative development and governance with hub ports and feeder ports are compared and analyzed.This paper uses the deviation coefficient coordination degree model to measure the coordination degree of supply and demand of Guangzhou Port and the coordination degree between Guangzhou Port and hub port.It also considers the impact of subsystems on the whole system and grades the coordination degree and coordination development degree.On this basis,it qualitatively analyzes the collaborative development between Guangzhou Port and hub port as well as its own supply side and demand side.At the same time,the collaborative development of Guangzhou Port and branch port is compared.In addition,through the indepth study of governance theory and game theory,this paper systematically analyzes the behavior and governance model of Guangzhou Port’s internal governance and external governance,reveals the current governance needs of Guangzhou Port,and puts forward corresponding governance strategies.Firstly,this paper studies the development and governance of Guangzhou Port from the perspective of synergetic studies.The research on the supply and demand system of Guangzhou Port shows that the coordination degree between the supply side and the demand side of Guangzhou Port is at a low level,and the change trend of the coordination development degree is the same as that of the supply system,which indicates that the adjustment of the supply and demand structure of Guangzhou Port should focus on the supply side.Through the research on Guangzhou port and hub port,it is found that during the collaborative development with Shenzhen Port,Guangzhou Port has exerted great influence on the port system as a whole,but the coordination level with Shenzhen Port remains stable.In the collaborative development with Hong Kong Port,Hong Kong Port plays a greater overall effect on the port system,and the level of coordination with Hong Kong Port is constantly improving;Through the study of Guangzhou Port and branch port,it is found that the role positioning and function of branch port are similar,and the coordinated development between the branch port and Guangzhou Port lacks specific and clear planning.The level of coordinated development can be improved by integrating related port resources,promoting differentiated development of ports,strengthening the information construction between ports and optimizing the coordinated development policy.Secondly,in order to study the development predicament of Guangzhou Port in a deeper level,the paper makes further exploration from the perspective of governance.The results show that the key lies in the tension trend between bureaucratic governance,market governance and network governance,no matter internal governance or external governance.The research believes that the effect of internal game governance can be improved through pure technical means and the introduction of third-party organizations,and effective external governance can be achieved through establishing and perfecting the communication mechanism with Shenzhen Port,trust mechanism with Hong Kong Port,and coordination mechanism with feeder ports,thus providing a good governance foundation for its dislocation development with Shenzhen Port,strengthening cooperation with Hong Kong Port,and division of labor cooperation with feeder ports.These findings have certain theoretical and practical significance for the construction and development of Guangzhou Port.
