| In recent years,various natural disasters have occurred from time to time,posing a great threat to people’s lives and property safety.At the same time,the research on the formation mechanism and impact of disasters has also been more in-depth.It is of great significance to study how to scientifically evaluate the disaster reduction ability and the relationship between disaster reduction ability and other factors,and then effectively deal with and manage natural disasters,for improving the level of natural disaster prevention in my country and building an effective disaster reduction ability system.In this paper,referring to the technical specification of disaster reduction capability investigation,this paper clarify the concept of disaster risk reduction capacity and study its composition,and builds an evaluation model integrating principal component analysis,analytic hierarchy process and KNN method in view of the troubles caused by disaster reduction capability investigation methods to assess disaster reduction capability.The evaluation of the comprehensive disaster reduction capability of the community was carried out,and the correlation between the comprehensive disaster reduction capability of the community and the development of the road network was analyzed.It was applied to Lianhu District,Xi’an City.draw the following conclusions:(1)The community’s own disaster reduction capability and the community family’s disaster reduction capability together constitute the community’s comprehensive disaster reduction capability.The community’s own disaster reduction capability is the collective ability of the community to reduce disaster losses and resist disasters in the face of disasters.The family disaster reduction capability is the ability of a single family to resist disasters and reduce disaster losses.(2)Constructing the quantitative index criteria,using the principal component analysis method,the evaluation indexes of the disaster reduction ability of 25 communities themselves were reduced to 8,and the evaluation indexes of the disaster reduction ability of 21 households were reduced to 8,and the evaluation indexes were established with the indicators after dimensionality reduction.system.(3)Establish a hierarchical model to obtain the index weights.The weights of the community’s own disaster reduction ability and the family’s disaster reduction ability are 0.75 and 0.25 respectively.Among the evaluation indicators of the community’s own disaster reduction ability,the highest weight is whether there is a community emergency plan and emergency supplies for disaster prevention and reduction.The reserve method is 0.3402 and 0.2229,respectively.Among the evaluation indicators of household disaster reduction capability,the highest weight is the emergency items owned by the family and the number of emergency drills that have participated in community organizations in the past three years,which are 0.2790 and 0.2367,respectively.(4)Use the KNN algorithm to predict the comprehensive disaster reduction ability level of 102 communities that have not been investigated for household disaster reduction ability,and obtain the comprehensive disaster reduction ability level of the community in Lianhu District.Between 40 and 60,the overall level is relatively weak.The comprehensive disaster reduction ability of the communities north of Daqing Road and Lianhu Road is relatively strong,and the comprehensive disaster reduction ability of the communities to the south is relatively weak.Moreover,the comprehensive disaster reduction ability of the community in Lianhu District presents clustering characteristics in spatial distribution.To the south,to the east of Laodong South Road,Laodong Road,to the west of the southern section of Huancheng West Road.(5)The correlation coefficient between the comprehensive disaster reduction ability of all communities in Lianhu District and the road proximity is 0.236,and there is a significant correlation between the two,indicating that the community road proximity has an obvious driving effect on the comprehensive disaster reduction ability.In Lianhu District,the correlation coefficient between the comprehensive disaster reduction ability and road proximity of marginal communities is 0.326,the correlation between the comprehensive disaster reduction ability of central communities and road proximity is 0.223,and the correlation between the comprehensive disaster reduction ability of marginal communities and road proximity is more significant.The degree of road development in marginal areas can drive the comprehensive disaster reduction capabilities of surrounding communities.Through the comparison with related research and actual situation,the PAK-AHP-KNN model constructed in this paper is highly targeted,highly specialized,has strong operability,and the results are intuitive and reliable.The current situation of community disaster reduction capability can be understood,and the correlation analysis between road proximity and community comprehensive disaster reduction capability can be carried out,and the results are significant. |
