The increase of carbon emissions in recent years destroyed the global carbon budgets and led to climate warming,which seriously threatened the survival and development of human beings.As a major carbon emitter,China was committed to contributing to the fight against global climate change.Geographical conditions monitoring data,major function oriented zoning,socio-economic and energy consumption data were integrated in this paper.Based on multi-source data,this article did the followings.Firstly,carbon balance sheets preparation methods were proposed.Then,a method for analyzing carbon budget its changes of land use and land cover based on 1 km grid was established.Finally,the carbon offset zoning of each county administrative unit was defined by superimposing the major function oriented zoning.The purpose of this study was to put forward the idea of differential carbon control from the perspective of spatial planning,so as to support the action of carbon reduction and the achievement of China’s double carbon goal.Jiangsu Province is an important part of the Yangtze River Delta city cluster.It had developed social economy,large population and high level of urbanization.Research on how to efficiently utilize limited land and balance carbon budgets can provide important reference for the Yangtze River Delta region and even the whole eastern economically developed region.In this paper,Jiangsu Province was selected as the research area,which had strong demonstration and application value.The main work of this paper was as follows:(1)The compilation of a regional-scale carbon balance sheet was studied.Based on land use and land cover types,the carbon accounting model and market price method were constructed to compile the carbon balance sheets of Jiangsu Province from two perspectives:physical quantity and value quantity.The carbon budgets and value details of land use and land cover types under the major function oriented zoning in Jiangsu Province in 2015 and 2019 were compiled.The main agricultural production zone carried more than 60%of the carbon sequestration in Jiangsu Province and was the only major function oriented zoning type to achieve positive growth between 2015and 2019.Optimized development zone accounted for 52.00%of the total physical carbon emissions in Jiangsu Province in 2019,representing an 11.25%increase in the physical volume of carbon emissions compared to 2015.The total physical quantities of carbon assets,carbon sequestration,carbon emissions and owners’equity in Jiangsu Province in 2019 were 4443.71×10~6、42.08×10~6、386.29×10~6 and 99.5×10~6 tons respectively,with total values of 9,956.92,944.28,8,668.35 and 2,232.84 million yuan respectively.(2)The spatial and temporal changes in carbon budgets of land use and land cover based on geographical conditions monitoring data were studied.The spatial distribution of carbon budgets of 12 types of land use and land cover,including forest land,grassland,wetland,paddy field,dryland,unused land,river,garden,agricultural facility land,land transportation,residential land,industrial land,was studied in Jiangsu Province in 2015 and 2019.The comprehensive effects of land use and land cover change on interregional carbon metabolism from 2015 to 2019 were evaluated by horizontal carbon flow analysis in each major function oriented zoning.The results showed that 269.5700×10~6 tons of negative carbon flow and 264.5577×10~6 tons of positive carbon flow were produced in Jiangsu Province from 2015 to 2019.The classification method of carbon budget change was proposed to identify the areas that need to be improved and the areas that need to be protected.(3)The carbon offset zoning of each county administrative unit was explored by superimposing the major function oriented zoning was studied.Four regional indexes were selected:carbon emission economic contribution coefficient,carbon emission ecological carrying coefficient,total carbon emission and the proportion of built-up area.SOM-Kmeans clustering method was used to divide 95 county administrative units in Jiangsu Province.The results of nine categories were obtained by overlaying the major function oriented zoning.The nine categories include 22 supplementary and main agricultural production zones,2 supplementary and optimized development zones,7 supplementary and prioritized development zones,7 balanced and main agricultural production zones,11 balanced and optimized development zones,12balanced and prioritized development zones,5 payment and main agricultural production zones,22 payment and optimized development zones,7 payment and prioritized development zones.Recommendations for low carbon development are made for these categories.The results can serve the administrative regions and internal territorial spatial planning,and provide technical support and reference for actions to increase sequestration and reduce emissions.This paper proposed a carbon balance sheet compilation method,a carbon budget accounting method based on high-precision land use and land cover,and a carbon budget changes classification method based on grid.The application of these methods can reveal the various rights and responsibilities attached to the carbon resources,and can realize the accurate spatial expression with 1 km grid as the statistical unit.These results can guide the adjustment of land use structure in the region,establish a unified standard carbon emission accounting system suitable for our country,and perfect double carbon"1+N"policy.
