Case Study On Emergency Management Of A County Government In Response To Small And Medium-sized Earthquakes In Sichuan Province

Earthquake to people’s life safety has brought an extremely painful blow,but also to the country has brought huge property losses.To this end,government and academic experts are actively promoting the construction of earthquake emergency system。This also puts forward higher requirements for the government’s decision-making skills,governance level and disaster relief capability.The report of the 20 th National Congress of the Communist Party of China made an important deployment of "security",requiring "improving the national security system","improving the national emergency management system","improving the level of public security governance",and "establishing a large security and emergency framework".The 2023 Sichuan Provincial Government work report requires "optimizing the emergency management system and continuously improving the capacity of disaster prevention,reduction and relief and handling major public emergencies." Upholding the principle that people and lives come first,deepening the modernization of emergency management systems and capabilities,and making every effort to protect the safety of people’s lives and property and maintain social stability are inevitable requirements for building a safer China at a higher level and for comprehensively building a great modern socialist country.This study analyzes and theoretically studies the emergency management cases of the A County government in Sichuan Province in response to the "2.24" and "2.25" small and medium-sized earthquakes.Starting with relevant theories such as government function theory,collaborative governance theory and holistic governance theory,and on the basis of analyzing the methods and experiences of earthquake emergency management at home and abroad,this paper analyzes the specific practices of pre-earthquake prevention,epicenter response and post-earthquake disposal in the emergency management of A County by using three theories.To explore the ways and means of strengthening the emergency management of small and medium-sized earthquakes by the grass-roots governments in western China.After sorting out the experience of A county government in the process of emergency management in response to small and medium-sized earthquakes,this study puts forward countermeasures and suggestions from the perspective of grass-roots government: First,the government plays a leading role in the whole process of earthquake emergency management,including clear positioning,clarifying responsibilities,improving the mechanism for revising emergency plans,and stepping up efforts to fight for the right;The second is the coordination and cooperation between the government,the masses themselves,and social subjects,including unifying the command system,adhering to the people-oriented concept,strengthening the coordination of disaster emergency rescue,and innovating the management model of social forces in government emergency management;The third is to establish a security system aiming at resource sharing under holistic governance,including the establishment of smooth information collection,transmission,and sharing mechanisms to strengthen the security construction of emergency resources.To cope with current and future catastrophic earthquakes,local governments need to accumulate more,more effective,and more valuable solutions.
